Ultimate Independence.
That Is tbe Great Desire of the
Patriotic Cubans.
They Are Willing to Wait for Realization
of Their Hopes, for Waiting
Will be Beneficial.
Senor Pedro N. Ptqueno, of the
province of Piuar del Rio, Cuba, is
in Washington, to consult with
census office officials in regard to
taking the census in that jrovince.
He is a native Cuban of mature }ears
and having been educated in this
country, speaks the English language
fluently. He told a reporter
that the work of enumeratieg the inhabitants
in the rural districts of
Cuba would be attended to with
gre;tidfficulty, owiDg to the lack cf
good toads throughout the interior
of the island.
Senor PequeDo was formerly tax
collector of PiDar del Rio, and also
edited a newspaper. He was asked
what was the prevailing sentiment in
Cuba as to the future relations that
should exist between that country
and the United States.
"Our people/' said he, 'want ultimate
independence. We frel that
after hnvinir fought for our liberties
it is right that we should be permitted
to set up our own government.
At the same time there is general acquescence
in the idea that it is better
for the Uuited States to maintain
its authority in Cuba for the next
two or three years. By that time
the Cubans will have had the necessary
training and preparation essential
to conducting the affairs of government.
They will learn the details
of statecraft and will be in opposition
to rule themselves with dignity
and safety/'
About one month ago my child,
which is fifteen months eld, had an
attack of diarrhoea accompanied by
vomitiDg. I gave it such remedies
as are usually given in such cases,
but as nothing gave relief, we sent
for a physician and it was under his
care for a week. At this time the
child had been sick for about ten
days and wa9 having about twentyfive
operations of the bowels every
twelve hours, and we were convinced

Tillman and the Dispensary.

; Senator Tillman disclaims any idea
that the dispensary is a "moral institution."
As far as we now recollect
he never claimed anything for it, ex
cept that it is better than the old
way of dealing with h'quor, and that
it is better than free liquor under the
head of prohibition. Tillman was
right at first, and he is right now.
Whatever may be the sins and
faults of Senator Tillman he deserves
to be immortalized for his courage
and ability in breaking up the old
whiskey business, root and branch.
Good people will stand by the dispensary
plan of dealing with liquor,
and the liquor men of the State will
have a hard time in changiog the
dispensary law.
There is no doubt that the dispensary
law, if properly enforced
would woik a hardship on a numbei
of foreigners in the city of Charles
ton, whose names we can neithei
spell nor pronounce, but notwith
standing this hardship, South C.-tro
lina caDnot alter her laws to suii
these foreigners.
If citizens of South Carolina shoulc
go to any foreign country and seel
to engage in the liquor business, il
quite probable that they wculc
conform their conduct to the laws ol
their conduct to the laws of thai
country. They wouid hardly ask tc
have the laws changed to suit theii
notions, aod they would not likely
conspire with the whiskey element tc
defy the laws of their adoptee
country.

' I had engaged my berth and was
standing od the rear platform five
minutes before the train pulled out
of the Park square depot, a middle
aged woman and a handsome girl,
both ladies, passed me and entered
the car, accompanied by a gentleman
ly looking chap who carried their
baggage. A moment later this fel
low rushed up to me and said he was
in a most embarrassiug position, had
his sister and mother aboard and had
lost his mileage book. He would in
troduce me to them and give any

Louis, a club, a rail, an ax handle, a
knife and a shot gun were exhibited
as the instruments with which the

that the assaulted man defended
himself with a scythe, a revolver, a
