This Society shall be known as "The Lexington County Fair Association," the object of which shall be to develop and promote the entire material and industrial interest of the county. Section 2. Section 3. There shall be elected at the annual meeting thirteen members, one from each township if practicable, who with the officers of the Association, shall constitute the Executive Committee. The Executive Committee shall have the general powers and duties its name implies, and when the Association is not in session, shall have charge of all its interes\ They shall at each meeting of the Association, make a report of their own proceedings, and shall present the report of the Treasurer, showing the receipts and expenditures of money itemized, from where received, to whom paid and for what purpose. Section i. The annual meetings of the Association shall take place in Lexington on the fourth Wednesday in October annually. Section 5. The President, or in his absence, the Vice President selected by the Executive Committee, shall exercise all duties usually attaching to such office. He shall have power to call speci 1 meetings of the Executive Committee and of the Association, when occasion demands. Section 6. The Secretary shall keep the minutes of the proceedings of the Association, and shall regularly record the same in a book provided and kept for that purpose: he shall give notice of all meetings of the Association and Executive Committee; he shall notify each person of his election to membership and record the same, with the date thereof: he shall have the care and custody of the seal of the Association and of the dies for the medals, and heshall cause the medals to be struck when required, and shall deliver them from time to time as awarded; he shall be required to discharge all the functions and duties which relate to the actual management of fairs, exhibitions, meetings. or whatever may be undertaken by the Association; the same to be discharged and performed under the supervision of the Executive Committee. The salary of the Secretary shall be dollars per annum. Section 7. The Treasurer shall have charge of all funds of the Assooiat ion and shall keep a correct account of its receipts and disbursements, a detailed statement cf which shall be presented to the Executive Committee at each meeting. He shall pay out no money except upon a warrant signed by the Secretary ani countersigned by the President: and shall give bond in the penal sura of five hundred dollars, and conditioned for the faithful performance of his duties. Section 8. The members of the Association shall be distinguished as Life and Honorary. The life members, before exercising any of the privileges of the Associanon shall pay to the Secretary in advance five dollars, which when paid, will entitle him to free access to all fairs, exhibitions, etc.. of ;ho Association. Application for membership shall be made to the Executive Committee. who arc authorized to elect members, reporting said election at every regular meeting of the Association for their confirmation. Honorary members shaU have that distinction conferred upon them, by a vote of the mnjori*y of the members present at any regular meeting of the Association; Provided. that no one shall be allowed to vote, until he svall have been a member of the Association for tnrec months. Sections. Ten members of the Association shsll constitute a quorum. Two-thirds of a quorum shall have power to expel any member. Section 10. BY-LAWS. Article 1. The order of business for each meeting of t he Association or of the Executive Committee shall be as follows ; 1. Roll call. J. Reading of minntes of hist meeting and vote on their approval. a. Communications from the president. 4. Election of officers for the ensuing year in the order named: President, three Vice Presidents, thirteen members of the Executive Committee, Secretary and Treasurer. 5. Reports from any Standing or Spceta' Committees. s. Unfinished business. 7. Miscellaneous business. Articles. I;i case of vacancy of any office of the Association by death or otherwise, such vacancy may bo filled by a majority of the Executive Committee present, to l>e confirmc 1 by tho Association at its next meeting. Article J. At the first meeting of the Executive Committee after the annual meeting of the Association a member of said Committee shall be elected President pro tem of the Association. At the same time the Executive Committee shall elect a General Superintendent, whose duties shall be on the line of Gen eral Assistant and Executive Aid to the President whose duties shall be prescribed ami compensation fixed by the Executive Committee. Article 4. The fiscal year of the Association shall close on 3ist of December of each year, and the newly elected office! s shall take charge at the same date. Article 5. Standing Committees of five members of the Executive Committee. with the President and Secretary ex officio members of said Committees, shall be {is follows: l. Finance. >. THE FINANCE COMMITTEE shall be charged with the finances of the Association: shall reommend to the Executive Committee how all moneys shall be expended or how the same shall be divided between the different departments. iu payment of premiums or otherwise. Corbin Qjartermaster Ludington recently instituted an investigation of the published report that the Government was neglecting the graves of the Confederate dead in the National Cemetery at Arlington. The report cf M*jor T. E. True, the depot quartermaster who hasj charge of the Arlington Cemetery, j has just been filed at the war depart- i ment. '-Toere are," says Major True, "136 Confederate soldiers and civilians, State prisoners, now interred at Arlington National Cemetery. Of this number 126 are known and 10 j are unknown. These dead are buried with other honorable dead in the cemetery, their graves are kaown and recorded, are marked with head stones very similar to those marking the graves of Union soldiers, bearing the name but not the regiment, company or State, as in the case of Uuion soldiers, are well sodded and cared for according to regulation, precisely as the graves of all the! other dead in that cemetery are j cared for. In short, the Confederate ! dead are honorably interred and i honorably cared for. It is hardly j probable that they would be so well! cared for in aDy other than a national cemetery."
