Made by the President?No State
Troops Are To Be Recognized.
Washington, Jane 28?Secretary
Alger, Adjutant General Corbin and
Colonel Bird, assistant quartermas
tef general in charge of transportation,
had an hour's consultation with
the president today relative to the
question of re-enforceinents for General
Otia. A definite decision has
been reached to continue recruiting 1
men at all the recruiting stations for
service in the Philippines and Secretary
Alger said when he left the :
white house, after the conference, (
that General Otis would have 50,000 '
men when the rainy season closed for 1
a resumption of active operations.
There are seventy recruiting sta- 1
tions in the United Stites and enlistments
are to be taken at all of these
stations. The enlistments are to be
for service in the regular army and
recruits are to be organized into
regiments or assigned to regiments
already formed after enlistment.
No organizations as such-are to be
accepted, if sufficient recruits can be
obtained by regular enlistment.
SEKIOUS DIFFICULTY PRESENTED.
General Corbin said the enlistments
would be for three years, although
the law for the creation of
the provisional army of 35,000 in excess
of the regular army of 63,000
provides only for such a force until
1901. Arrangements are to be made
at once for increasing the transportation
necessary to get these additional
troops to the Pbillippines. The decision
to re-enforce General Otis by
the end of the rainy season is inter- 1
preted to mean that aggressive cam- (
paigning will cease until the bad *
weather ends. Until that timeoper- {
ations will probably be confined to (
occasional excursions to places in 1
close vicinity to lines where the in- (
surgenls may have congregated in '
'force. By remaining quiescent under (
good shelter during the rainy season,
it is htped the health of our troops
will be conserved and the dargcr
from climatic fevers reduced to a
minimum. <

organizations of two of the regi- '
ments which it is proposed to raise 1
in the Philippines. At the war de- <
partment this is said to mean that <
General Otis has the officers for
these regiments selected and that i
they are ready to be filled with enlisted
men. How many of these can
be scured from the volanteer regi- i
ments now in the Philippines is not
known. It is stated at the war de- !
partment that the recruits now beiDg
enlisted at the rate of 1,000 a week
cannot be used for the volunteer
army provided for in the act of
March 2d, authorizing 35,000 men, <
although it would be an easy matter
to transfer these men with their own 1
consent to the volunteer service if it j
should be determined to raise additional
troops- j
Later in the day it was definitely
decided to begin the enlistment for
the first volunteer service under the
act of last congress. The reports to
the adjutant general based on the
reports of the recruiting officers and J
on close estimates and to the number
of soldiers in the Philippines and

VOLUNTEERS MUST BE CALLED.
The additional soldiers needed j
must be obtained under tbat section j ,
of the act of congress authorizing j
the enlistment of volunteers. The j |
onlv exception will be in the case of j
the few enlistments that will be j
made frcm time to time to fill gaps j .
in the regular army caused by cas- t

listments. The officers scattered j ,
among the principal cities of the j
country who have been enlisting reg- ! ,
ulars only will be instructed imme- t
diafcely to prepare to enlist volunteers.
The present indicatious are that
about 100.000 men will be wanted. 1
I
Volunteers will not be accepted in j
organizations. Secretary Alger is j
determined to adhere to that rule.
