We can hardly believe the T ispatch is de-endent n;on such a contract as that tor its snport Its composition for onen onth w.>u.d probably amount to more than the revenue P will receive from the county for a year's work When newspaptrs befjin to run their business on business principles they will make more monev and rea'lv have more friends. ? v?ai;c3H>u ?K?O ouu wv^..v We read the article on which the above is a comment, but aa it contained so many palpable falsehoods we had decided to pass the article by with contempt, but when 6uch a reputable newspaper as the News and Courier does not understand the facte, as its comments indicate, and there may be others in the same position, we have concluded to make a clear statement in reference to the county printing. It may not be amiss to state right here that the News and Cou rier is entirely correct in its surmise. The Dispatch is not depend ent upon that contract, or any other contract for that matter, for support. * It Bnjoys a fair advertising patronage; has a circulation of 1,270 bona fide subscribers and a large job business. Every opportunity will be given those interested to satifsy themselves as to the correctness of this statement. When the Dispatch was first established the advertising rates were fixed at 75 cents per inch for the first insertion and 50 cents lor eacn subsequent insertion. These rates have been maintained until this day, excepting that period when the law changed the price from inch to word. In estimating the price for the printing controlled by the County Commissioners we estimated the work done for several fiscal years, struck an average and multiplied it by 75 and 50 cents respectively and $10 was the result. For years and wiih out opposition, we have been saving the County money by not charging full legal rafcep, which we had a right to do, because thoae rales were higher than our established raies. This is h plain business 8taiem*-i.t bated on business prieiples. The idea that the Carolina News saviDg the taxpayers money by competition with the Dispatch is so ab surd as to make a sick chicken wi:h the pip laugh. Tbe Dispatch has at no time regarded the News as a competitor; we have never to our knowledge lost a cent by its establishment, nor have we cut onecentonouradverv tising rates. In fact were it not for its visits we would not know it had existenoe, so little is it talked about. The News, like the mountain, only went into labor, and like the mountain, brought forth a mouse. jluc ^iauu jui j \j? vuaucotvu uiu a very unwise and exceedingly foolish thing when it threw out all bills handed to it by the Solicitor charging men with violating the dispensary law. To say that the dispensay law cannot be enforced in that city is a . reflection upon the good people who reside there and is a humiliating admission that a state of lawlessness exists there which is a constant men ace to the peace and good order of the State, and the Governor would be fully justified in proclaiming Charles ton to be in a state of insurrection. Such a deplorable state of affiirs are reprehensible; it encourages the lawless and evilly disposed persons to violate, not ody the dispensary law, but aDy other law on the statute book that they may choose, making their perverted judgment Ihe sole arbiter be tween right and wrong and ride rough shod over law and order. It fosters the spiritof anarchism and puts the life and property of the citizen ^ v at the mercy of the vandal and endangers society, the very foundation upon which our government rests. Because a law is unpopular and is apparently opposed to the saloon interest of a certain locality, is not sufficient reason or excuse to encourage its violation. I be right way to repeal an obnoxious law is to enforce ifc to the letter. We are confident, however, the newspapers to the contrary, that the best elements in Charleston, while thev 7 * may be opposed to the dispensary law, do not countenance its violation and regret the fight that is being made on it, that is, the manner in which it is being conducted. Section 29. MEAT, FISH AND OYSTER I.ICE.V.-E. j* ? r* m. , # 1 . tteetton 43. mat irom anu aner i tbe passage of the following ordi nances, the same shall be the law gowrniDg the sale of carcasses, or parts of carcasses, of fresh meats within the incorporate limits of said towr: First: That carcasses or parts of carcasses of fresh meat3 and all fti sh fish and oysters, sold within the incorporate limits of the said town of Lexington at retail, sh"ll be cut up and sold in the market house of said town; and the person or persons so selling shall pay the following license for the U3e of stall and the privilege of selling each carcass, or paits of a carcass as follows: On each beef, or part thereof, the sum of fifty cents, and on each hog, sheep or goat, or part thereof, tbe sum of twenty five cents, and upon each lot of fish and oysters the sum of twenty-five cents, and upoD each lot of fish twenty cents, and upon each lot of oysters fifteen cents. Provided, however, That all parties who shall rent any of the stalls in said maiket house by the month f-hall be exemnt from the - 4payment of such licensp, as above provided, while such stall is bemg rented. Second: That all parties who shall cut up carcasses, or parts ? f carcasses, of freth meats outside of the incorporate limits of said town, but who shall deliver the same with in the incorporate limits thereof, shall not so deliver the same untr . he, she or they shall have first paid for the privilege of such delivery tfce following amounts of license towi;: Upon every beef, or part thereof, the sum of fifty cents and upon every hog, sheep and goat, or parts thtreof, thn sum of twenty-five cents.
