We iu\i'e a careful j and thoughtful perusal of the same, j because the policy of the President to i terminate the cruel and bloody war j now beiDg waged upon that unhappy 1 inland is clearly and unmistakably j outlined. He seemed to have been i impressed with the seriousness and ; solemnities in engaging in a war with \ a sister nation, and his utterances j show a cool, calculating and calm re I view of the entire situauoD, evfu;iuc effect of the interference of the United State? upon other nations was given mature and due consideration, and from this review the policy of this Government was fixed and definitely settled, which is, that''In the name of humanity, in the name of denization, in behalf of endangered American interests? which give us the right a Jul duty to speak and to act? the war in Cuba must stop." i This is strong and emphatic language ? which has the true ling of sincerity and determination about it and had he declared for the recognition of the independence of Cuba there would not have been a single discordant note heard in the grand chorus of praise which have gone from the people of this great American nation for his manly, patriotic and statesmanlike position. Contrast the calm dignity of the President, with the weight of a great responsibility resting upon him, and the members of the House of Representatives, who, having just a short while before, passed resolutions involving thi3 country in war, made the air hidious by singing ribald songs, forgetful of the horrors of the war that they helped to precipitate. The contrast brings out the true pa triot and statesman in bold relief. In order that the present genera ^ tion may bear the expenses of the war. Congress ba9 placed a duty of 3 cents per pound on coffee, 10 cents on tea, 2 cents on all patent medi cines which sell for 25 cents, and | lequires a stamp on all notes, cheques, j mortgages and other evidences of i indebtedness, as well as upon all i legal papers. Whiskey, beer, fobac- j coes and cigarettes come in for their ; share of the burden. The State Board cf Control has ; been withholding Columbia's share j of the dispensary profits because of ; the icdiiferent enforcement of the j law by the old Administration. A few of the new Aldermen appeared before the Board Monday and asked to be given a trial, and permission I was granted them. It is probable j that the dispensary law will be rigor- | ously enforced in that city hereafter. I In the event that Spain refuses to j give up Cuba and war is declared, , wonder how many of the Congress- | men and Senators will resign their j seat and go to the front? It is announced, and not denied, that Gen. Fitzhugh Lee, the great Confederate calvary leader, has been . , . ! offered, aDd lias accepted, tne posi tion of Major General in the United States army. The murderer Xissett has been re- | fused a new trial by Judge Watts at J Bamberg, and be has been sentenced to pay the penalty of his crime upon the gallows. An opportunity will probably be given many a loud mouthed hero who has been so lustily clamoring for war, to enlist in the army or navy of his country aud fight for her honor. Men should not be allowed to dodge an issue aud the candidates for the Legislature have many hard questions to answer this summer, and many of them that so love "the clear people" will be so willing to do whatever "my fellow citizens desire to be done." The travel across Siluda river has long ago demanded the use of ferries and bridges. A good iron bridge can be put over to cross at any seasou for about ?3,500 and our county should have one or two on the Saluda. The co^ts, and say nothing of the convenience, ha9 long since been lost to the county by high waters, and bridges and ferries should long ago have gone up, and our people would sustain it and the men who did it. The Cuban resolution was passed i aud will be sent to the President this morning. Its provisions mean the expulsion of Spain from the rJarwl nf 1 jv the armed forces i of I be United States. There were many loll calls in both j bouses and each body held tenaciously for its own resolution. The conferees hud great difficulty in agreeing. The first conference showed a determination on the pait of the j House not to yield a single point, and it was only after long consultations with the House leaders that they agreed to allow the little words k'are, and," in the first section of the Senate resolution, which declares that the people of Cuba are and of light ought to be free aud independent. The resolution as finally adopted is that reported from the Senate committee on foreign relations, with the addition of the fouith section, known as the Teller amendment, disclaiming any intention on the part of the United States to acquire Cuba. The resolution cannot be sent to the President until after it is signed by the presiding officers today. The resolution agreed to is as follows: Joint resolution for the recognition of the independence of the people of Cuba, demaudiug that the government of Spain relinquish its authority aud government in the ialand of Cuba and withdraw its l?rw1 flr>rl n?vnl fnveofl frnrn the island of Cuba and Cuban waters, and directing the President of the i United States to use the land and I naval forces of the United States to carry these resolutions in'o I effect.
