Taking for a basis the average figure represented by a majority of the returns from a given sectioD, the Board proceeds to raise or reduce the assestments, as ^ the case may be, upon-the lands of the same class, thus equalize the val-i uation of property. Injustice was intended to none &n.l favor'.t'sm and partiality cannot, and should not, be ? considered as the principle which governed the Boards. Persons from White liock, in the "Dutch Fork,'* of Lexington county, brought tho news to town last Fri day, that a day or so previous a case of genuine old fashioned small pox was developed in that community. A negro who had been working in one of the oil mills in Columbia was taken sick and determined to visit his mother in the neighbor of White Hock, to rest and recuperate. Immediately after his arrival there the sysptoms of small pox were developed and a physician was called, who. after making a careful and thorough diagnose, pronounced tho malady small pox. The usual precautions to prevent the spread of the disease were at once taken and the house and its inmates were quaranteed. The members of the family of negroes who occupied the house were vaccinated. We learn that a party of unknown persons subsequently visited the negro and commanded him to leave :he community forthwith and failing ;o do this on account of the weakuess )f sickness, they set fire to the buildng. The poor negro, unable to walk nad to crawl from the burning building to save his life and it is said that ie is making his way to Columbia, vith the germs of the loathsome disease upon his person and in his slothing to spread them wherever he joes. We take the following ac:ount of the brutal .affair from the Jolumbia State of yesterday: "The plnsieian in charge made his lsual daily visit this morning and jpou arrival was informed that a nob of ignorant cowards had called luring the night and ordered the itricken negro to leave at once or ilse they would kill him.
