The South Carolina Leoij-l.-ituie j
will convene in Columbia next Tuesday,
the time fixed by tlx; present
State Constitution, and will, peihaps, (
be one of the most important session
held since the Reformers have
had control of the State government.
Two of the most important jjuestions
that will come up for consideration
in the eaily stages of the session are
the dispensary system of eontroliug
the sale of whisky aud a measure to
increase the revenues of the State
Tue first of those two measures will
have t) ruu the gauntlet of the com
bined forces of the whisky ok went
and the blue stocking Prohibitionists,
bit it is thought that the friends of
the s}steui is sufficiently strong to
successfully repel all efforts to have it
repealed and high license or proLi
tion substituted, either of which
Would be woise than the first because
the first would be placing the sale
of whiskey into the hands of irresponsible
persous and the latter is
simply impracticable, illogical and
would be the veiy law for persons
who desire to stll liquor without
l>ave or license to do so under. That
the dispensary law will be materially
amended and its weak points greatly
strengthened theie can be no doubt,
but in what way and how* is a matter
as yet to be developed.
As to the matter of increasing the
revenues of the State there are already
several biils in the course of
preparation having this object in
view and no doubt something will be
done along this line out of which
will evolve practical benefits to the

nection we respectfully submit th.it
a semi annual collection of taxes
would obviate the necessity of the
State and counties borrowing money
or overdrawing their bank accounts
ftud at the same time save consider
able money, which is now levied to
pay the interest on boriowcd money.
There is widespread complaint
about the euiubersoineness and ex
travagance of our present system of
county gover nment, and an effort will
doubtless be made to relieve it of its
costly features, or to repeal the law
iu its entinty and a simpler and less
expensive system adopted.
The necessity of a law requiring
the friends of a proposed newcouuty
to deposit with the State Treasurer
a sum sufficient to cover all expenses
for holding such an election
before the Governor shall issue his
proclamation ordering such. As the
law now is it makes it compulsory
upon the Governor to order an election
whenever lie is convinced that
all of the provisions of the law have
been fully complied with, but makes
no provision for the payment of the
expenses incurred in holding the
election.

The stockholders of the Prosperity
* Advertiser have sold their stock in
that paper to Mr. Thornwell Haynes,
who will continue its publication.
Mr. Dave H. Witherspoon,the fonner
Editor and publisher will have
charge of the mechanical department
of the paper.
Gen. Johnson Hagood died at his
home in Barnwell yesterday afternoon.
He was an eminent South
Carolinian with an honorable record
as a brave Confederate commander,
a successful faimer, a wise Governor
and a high toned gentleman.
Sam Turner a negro, shot and
killed a white const ible named
Philip Poston, who in turned mortally
wounded the negro in Georgetown
county last week. The negro
was arrested, and, for safe keeping,
threats of lynching having been made,
he was conveyed to the jail aCKiugstree.
The tiip was safely made, but
while waiting for the jaiior to lock
him up, a volley from pistols was
tired at the negro and he died with
out a groan.
Call Meeting for Fork Township.
There will he a meeting of the
citizens of Fork township, at Iimo,
on Friday the 14th instant, at '2
o'clock, to elect delegates to attend
the CottoD Growers (bnventiou
which meets at Lexington, on the
loth instant. A good turnout is
earnestly desired.

maker of Columbia, Mr. and Mrs
Willie Dent of Brooklaml, and Mr.
Frank Xuuawaker, who is teaching at
Hilton, were visiting here.
Mr. B K. Mathias, who is taking a
course at Wofford. has spent Christ- i
mas at home and today returns to
resume his studies.

Mr. A. F. Archer, who engaged to
teach the school lure, which is a
very good one, taught one month j
and left very abruptly for Bamberg,
S C, where he claimed an offer of
more money. Most of our people ,
are somewhat wrathy over his con
duct, as it leaves us wishout a teacher

and we hope in a few days to have i
school again, and better services.

have visited his daughter at New- !

again on a visit.
Since the recent burning here, j

was both interesting and instructive, j

OBITUARY.
The "Widow of an Evangelical Lutli
eran Minister Dead.
After a short illness, on Dec. 22,
1807, Mrs. Sarah Aun Bailey, the
widow of Kev. J. H. Bailey. of the j
Kv. Lutli. .Synod of S. 0, peacefully j
passed from the Church on artli to
the Church above. Her pilgrimage
on earth was 71 years, 1 month and
(> days. She was given to the Lord
iu infancy by the holy rite of baptism
and at an tally age ratified her
baptismal to'cnant by connecting
herself with Nazareth Kv. Luthern
church. Lexington county. S. C.. and
remained a consistent member of the
same up to the day of her death.
During her sickness not a murmur
was heard to pass from her pure lips.
Her hope and confidence was in the
Lord.
On March o. 1S4(>, she was marlied
to Kev. J. H. Bailey, and during
this happy uuiou they were blessed
with six children, five sons and ore
daughter. All of whom suivive her.
She also leaves two brothers, ot.e
sister and a large concourse of rela
tives and friends to mourn her departure.
She was a devoted com
pauion, a loving mother and a kind
neighbor. To know her, was to love
her. Her place in the home and in
the church can never be tilled: but
what wf li:iv<> lost in her dcnait.me
is her gain. Ami may God with bis
spirit, comfort and uphold the ber? !t
family and fiieuds.
The funeral si 1 vices were conducted
at the home of the deceased
and the remains interred in the
family graveyard to await the resurrection
day.

it have been except at an enormous j
cost to the road hands. Under Unchain
gang system the road at this
point will be protected from over j

ditioii at little or no cost to the tax j
payers of the county.
The present condition of this road ,
clearly and practically demonstrates j
the superiority of the chain gang
system of working the public loads
over the old system aud is an evidence
of the wisdom of the present County
Board of Cmunihsionors in retaining J
the system.

The immediate cause of her death '

her the sting of death had no pair, !

The County hoard of Commissioners
was in session for two days
this week. On Monday only routine
business was transacted such as approving
claims and issuing cheeks

member from each township was

The hoard decided to instinct
road oversee).s not to recognize physician's
certificates exempting the '
holder from road duty, unless it has
the endorsement of the hoard.
We appreciate the promptness
