Refunding State debt, nd. Constitutional convention. 3rd. ledistricting State for school purpo:s. 4th. Reduction of salaries. 5th. Yhiskey question. The first, refunding of the State (ebt, has been accomplished so far ,s legislation can do it. A suitable fill passed both Houses of the Legslature, and since its adjournment, ,ome provisions therein being quesioned by able lawyers, a proceeding ?vas gotten up by which the Act was icnstrued by our Supreme Court md upheld and the refunding of the lebt is now well under way. The second, the constitutional onvention, was settled by the pas ;age through both Houses of a joint esolution submitting to the people it the next general election whether >r not they will have a constituional convention. The thiid. redisricting the State ?or public school purposes, was after nuch discussion and deliberation eft in its present condition, as many iounties have already been divided uto small school districts, and under :he present law any county not cut * -i i i ._ * A ? For a long time it was said a bill to hat effect could not be gotten shrough the Senate, but this time ve have turned the tables. We jassed a bill for this purpose and sent it over to the House, and I think hey postponed the whole matter un .il next session. -rr ji _ 11.. The outline of the Act is that the State shall sell all whisky vithin its borders at an advance of ifty per cent, which profit goes into the State treasury, and reduces taxes. In the counties County Dispensaries may be established when desired by the citizens, and the whisky sold by these dispensaries at in advance of fifty per cent., and ij^^alf goes into the county treasury to reduce county taxes and the Dtl^ half into town or city treasury :o benefit the corporation. me ranroaa jegismuuu maj may je classed among the important issues. The College would not have needed this noney except that on account of the roubles and litigation about the )hosphate beds and agricultural hall he has been deprived of a revenue >f about forty thousand dollars, bounty taxes are also increased onelalf mill, but this is not on account >f increased expenditures, but for he purpose of increasing a sinking und to pay up the taxes we lost in he fiscal year of 1870-77, on account >f which the whole county governnent is one year behind in funds and las found it necessary to boirow very year and pay several hundred lobars in interest This can all be ,aved by this special levy of one-half Dill in three or four years, and the ounty always have cash to pay for ts contracts. 0.
