company not inaptly as "a powerful

and stretches its arms to the remotest
hamlet in the land/'
The location of the company in
Louisiana is one of the results of the
civil war. The charter under which
it has been operating till now was
granted by the carpet bag Legislature
of 1868. Its originators and
beneficiaries were men that were
foisted upon the State during the
carnival of misrule inaugurated by
the reconstruction policy of the party
dorninant at Washington. ^ Corrupt
and local politics. It is always in
4kpolitics,v with an eye to its corporate
interests. This interference with
good government in Louisiana is the
strongest argument the anti Lottery
jplf League argues against the Lottery
company. The net profits of the
company, as stated by the League,
are enormous. Its drawing aggre- j
k gate, it is said, nearly $50,000,000 a |

China is said to be spending this year
about $5,000,001' in the effort to regulate
its wayward river, the Hoang Ho,

The ingenuity of man has not yet devised
effective protection againt this
most troublesome of rivers. The governor
of Shantung reports that lie needs

Peril in a Boy's Telegraph Line.
A special from Topeka, Kan., says:
Two Inventive lads, Fred Baer and
Earl McDowell, constructed a private
telegraph wire, the wire for which was
obtained from a screen door, which
they carefully unraveled. The line
was about three blocks long, and midway
between the batteries lived Arthur
Green. The line broke down one
evening, and the wire must have fallen
across a copper wire belonging to either

pa.ny. Young Green was walking across
the atloy when he ran into it and it
froze on to him like a leech. The strong
current from an unknown source made
the thin wire a perfect saw. It took

Catching him under the chin, it burned
his throat from ear to ear, almost severing
the jugular vein. It cut a frightful
gash on his forehead and scarred
his hands, with which he tried to free
himself, like a red hot iron. He is still
alive, but his recovery is doubtful.?
