Two proposed amendments to the State constitution are to be voted ou at the election the 6th of November. One is to change the term of the Probate Jadge from two to four year9. The other is to have the School Commissioners appointed by the Governor, instead of elected by the people. Mr. Dibble's Opponent on the Stump. S. W. McKinley the negro who is running against Hon. Sam!. Dibble for Congress from this District has begun his canvass in earnest and will continue it till the day of election. He has arranged his programme and will scour the entire District for votes.
