are sorry we have it uot in full.
It is presumed that the "practical
difficulty in connection with
this question in the convention''
is that "this question" is regarded
as a "political issue,'* with which
u relig'ous body litis nothing to
do. It may Ite well to uote in
passing that if the dispensary is a
"political issuo" it has been made
such by it* originators, supporters
nod conductors and not by tho-e
who have opposed it on economic
or inornl grounds, or both. And
it may lie further observed that
even a political question in which
* moral consideration is involved
is a competent subject for the
consideration of anv oryanization
of religious workers. However,
let us go back to tins point of present
importance.
The "question" came up iu an
other form in the Methodist con
ferenco at Greenville a i"cw day*
ago. "The report of thecommittwe
on temperauce, made by Chair
man J. \Y. Humel, Wrought forth
a question of considerable interest,"

Iluiuel asked for Bishop Smith's
opinion as to whether the clause j

deal in liquor applied to the dis
pensary law, and if dispcneeis
were exempt because they wore
officers of the law. The bishop
said ho could not give a ruling,
expect with a spccitic case before
him, hut it was his personal opinion
that members of tlio Methodist
church could not become dispensers
without violating tho church
discipline."
Presuming that Bishop Smith's
ruling is correct?that it would bo
sustained by the conference and
concurred in by any other bisiiopof
the Methodist church ? why iH not
any citizen of South Carolina who
belongs to the Methodist church
not amendable to tho same ruling*
The dispensers do not sell whiskey
n their own account. They are
merely the agents of the common, i
wealth, which for the purpose of
selling whiskey has formed.itself,
as it were, into a corporation in
which every citizen is a stockholder,
having an equal voice
with every other citizen in tho
conduct of the business. It is j
the State of South Carolina which
is engaged in tho liquor trade, the
State merely delegating to certain !
