in the State, at least it is
the only one in,which thsGeneral
Education Board baa'taken an tiev
tive part. This Board has recently
turned over (to the school
a thousand dollars with the promise
of aid for the next three sessions.
To our conservative friends
throughout the State who have
been trembling under ths appre
nension that this Board was trying
to get a foothold in South
Carolina where they might propagate
their ideas I will any, you
may notv rest at ease. They are
to assume ne authority in the control
of the achoel. , This is to laentirely
in the kands of the local
school 'authorities. Of course the
officers and teacheis will gladly
seek their advice in the erection
of buildings, arranging course of
study, etc. We consider it a pure

facilities in the State. It is bulieved
that a school, to be a success,
must spring from the manners,
maxims, habits and associations
of the people, and that the
traditions of a community mud
be Respected; hence their policy
in leaving the school entirely in
the hands of the local scho,d authorities.
The people of Heath
Springs have manifested their interest
br fibvinir and Hnhsrrribincr
over sixteen bunched dollars
($l,600)'to Ibis cause.
It is proposed to introduce hi a
simple way manual training, sloyd
and carpenter work, horticulture,
pattern making and sewing along
with tho regular literary studies.
The central idea of the school is
practical education. Not to make
students mechanics, but to round

The school is located within a
hundred and lilty yards of a very

AN ORDINANCE
PROVIDING FOIl AN ANNUAL
TAX ON ALL DOGSFOUND
WITHIN THE LIMITS OF
HIE TOWN OF LANCAS.

lie it ordained by the Mayor
and Aldermen of tho Town of
Lancaster, in council assembled and
by tho authority of saiuo.
Sec. 1 That an annual tax of
One* Dollar is hereby assessed and
levied against tho owner of each
dog or bitch kept within the corporate
limits of said town to be
paid on or before Jany. 1st 1903,
and on or before Junuaiy 1st of
each and e ery . year thereafter.
That upon payment of said tax,
the owner of any dog or bitch
shall he furnished by the Chief of
Police with a tag which shall bo
immediately placed upon said dog
or bitch bv being attached to a
collar.
Sec. 2. That any dog or bitch
found running at largo without r
the tug prescribed in Section 1 of
this ordinance, shall be seized and
impounded by tho olli jers of the
town and unless 'ho said tax of
One Dollar, together with r.n additional
amount of tweniv din
coiitn for ilie taking up of said dog
or Intel), is paid within thirtv-mx
hours from time of seizure, then
yaid dog or bitch shall forthwith
he killed.
