will keep a note of the
changes made and forward same
by mail to the County Auditor so
that notice can be sent to the parties
so raised in order that the
tax payer may hare the opportunity
to nppear before the County
Board of Equalization.

amending the constitution so as to
allow special legislation on road
subjects, especially the commutation
tax and kindred subjects.

The house yesterday passed a
bill to tax dogs, the first time
such u bill has ever bean favored
by that branch of the general assembly.
Josh Ashlo}' and his
cohorts have always killed it heretofore.
As this bill ailects every
home in South Carolina the full
text is given. The bill provides:
Section 1. That there shall be
imposed and assessed on till dog*
in this State a capitation tax of
50'cents annually on each dog,
the proceeds of which tax shall
be expeuded for school purposes
in the several counties in which
it is collected.
Sec. 2. That dogs shall be re~

turned iu the same manner aud at
the same time that other property
is returned for taxation.
Sec. 3. That the capitation
tax od dogs provided for in this
act shall be collected at the same
time and in tho same manner that
other taxes aie now collected.
Sec. 4. That the capitation
tax provided for in this act shall
bo, and constitute, a first lien in
favor of tho State of South Carolina
on all the property owned by
any person who owes any such
capitation tax.
Sec. 5. That tho collection of

this act may be the debtor of such
tax in tho same way and manner
as if it wire a tux assessed on
that specific piece of property.
Sec. G. That no dog which is
not returned for taxation as provided
in this act shall lie held to
