The State Hoard H 'equalization Memorialize the (ioneral As bombly and Suggests a Remedy for Taxation of All Property Kqually and j Justly?Tlio Resolutions. Special to Tho Daily Newt. Columbia, S. Aug. 1.?At yesterday's meeting of the state hoard of equalization a committee wan appointed to prepare a memorial to present to the general assembly. That committo finished its work today anil the main features of its report are: To the honorable, the general assembly of the State of South Carolina: Whereat grave irregularities exist in the value of all classes of property throughout the state, which inequality a majority of the state hoard considered it impressible to correct or even modify under existing law. Whereas said inequalities leaves the real estate of certain counties . r i L . i . i " ' oi ine siaie assessed at ironi live to tifty per cent above that of other counties, an J Whereas, personal pVoperty generally is believed to be assessed at about sixty per cent of its market value, except as to the matter of merchandise, which, upon reliable information presented to the board, appears to bo assessed at from 555 per cent to I 5 pereent of its market value; and, Whereas, it is believed that just and equul amendments to the ex j inting tnx laws will alleviate, if not correct, existing defects:) therefore, be it, Resolved, by the state boardf>f equalization now in session at Co lmnbia, S. that we memorialize your honorable body and ask ; the following change to be made! in the tax laws of this state to the. end tliut the burdens of taxation may fall with more uniformity upon all classes of property and that a true value of all propel ty may he obtained. First. We recommend that provision be made for the meeting of the state board of equalization in the month of November or December ?f each year at which time the said board shall tix a schedule I of values for all property 1 n the state and send a copy of said schedule with instructions to the auditor who shall at once convene the county boards of equalization and the said county hoards shall under the provision of >-iich -Huddle prepare sutiabw instruction- and semi to fc?<ch of .he township boards wk -hall m-s ss 'he property in their r< speetive townships in accordance therewith. Second. We recommend that the county auditor it making his annual assessment of property may have authority to summons his township hoard of assessors to sit with him for such fimi? ^ ctsarily takes.
