who was the idol of his people in
this State; respected and honored
by black and white, rich in honors
and great in achievements, in
the 84th year of his age, with apparent
good will to all mankind,
is gone to the beyond where
awaits linn the reward of his labors.
"No man in South Carolina
was ever opportuned to utilize the
combined esteem, confidence and
respect of all the pcvple as Gen.
Hampton, and it is believed that
his deep seated purpose while governor
of this State was to so con*
duct his policy, but alas ! That
object was not" accompli shed and
the political ondition of the negro
today must in a largo measure

of expansion was the dominant
theme at the banquet <>1* the
Bankers' t Int?, which was in Id at
the Auditorium Hotel. The chief ,
speakers of the evening were
President M.E. Insulin, of the
Big Four Railroad Company;
! Robert Lowry, of Atlanta, Ga.
and Frank O-Lowden, of Chicago

delivered by Mr. Ingalls,
and his views found earnest supi
port among his hearers. Mr.
' Intralls said:
I "If we would mtiko this nation
sis rich and powerful as it ought
to bo, if wo would bring money
and prosperity to ourselves and
to the future, wc must adopt
some of the* plans that were outlined
by Blaine in his day, which
were emphasized by McKinley in
his last message; wo must adopt
a system of reciprocity by which
wo can increase trade. A tariff
wall against the labor of Europe
and its competition may be necessary.
It certainly is considered
so by a large number of our people,
but the same wall that protects
us upon that side is our ruin
upon the other, and we must
cultivate the West Indies; the
South American States ami the
islands of the Pacitic by reciprocal
arrangements and relations
which promote our commerce.
\Ve must admit their products
free, in consideration of their
purchasing fr?m us, and if this is
done, we have not ships enough
upon the ocean to carry the commerce
between those countries
and our own and there n?>?
money enough in the hanks to
furnish the credit ami exchange.
"We should then hind these
countries to us hv ties stronger
than uii; legislation. They would
he our friends, our partners in
business. And 1 confess J can

other partnership. With the experience
