Reward For Warren.

Columbia Record. i
The governor has issued a pro- |
clamation offering a thousand dollars
reward for the apprehension
of Bartow Warren, of Orangeburg
who it will be remembered killed
Thomas 11. Watson last year. j
Watson bud testified against Warren
in connection with an express
robbery at that place, and Warren
shot him and escaped.
The theory has been advanced
tnat Warren was connected with
the latest robbery, and although
the bunt for hina has never been
given np, no trace of him could
be found.
All persons indebted either by '
note, account, or otherwise, must

Crumpacker's Suffrage Plan.']Not
in Any Sense a Force Bill, tj

Washington, Feb. 5.?Hepre-lv
sentntive I rum packer of Indiana, J
author of the resolution presented '
at the Republican caucus Monday 1
night, ami to be further consider- '
ed next Monday, authorizes the *
following statement to correct 1
any impression that his mens
lire is in the nature of a 4tforoe '
bill. " 1
"The resolution submitted to 1
the caucus was designed to secure '
full and thorough investigation of
the suffrage question, not only in
the South, but in all the States '
that hsvs impissd m itorial restriction*
up an an ih rod suffrage (
"There is a general belief that- '
a number of States have disfran- J
chised the larger portion of their 1
citizens; that the celored populi* !
tion, by operation of the State 1
laws, is entirely eliminated as a 1
political quantity, and yet it counts '
in apportioning the represetita- '
tion among States. I,t iu the 1
general belief that the Sonthern 1
States have at least thirty-live '
representatives in the Hours am,I 1
electoral college, resting upon a 1
fictitious basis. If this is found (
to be true in fact, and represents |
tion can be reduced accordingly, ,(
as the Constitution imperatively '
requires, it would go a long way ,'
towards settling the race quee 1
tion.
"Such a method would have 1
none of the characteristics of a 1
|
force bill. The disfranchising |
States would suffer a reduction of , '
political power which they ceuld |
regain by educating their citizens j '
and admitting tbem to the privi- 1
lege of the ballot." s

Mr. Logan, of Charleston Stirs |
the Anderson Members. Child i
Labor Bill.
Columbia, S. C., Feb. 4.?
There were some hot skirmishes
n the House today and the child
abor bill showed a surprisingly
urge support. The main speech
n favor of the hill was if ado by
Mr. Croft, of Aiken. It was a
uiperb effort. He h?ld the tloor
for over an hour being frequently
interrupted At the close of his
speech, lired of the taunts of a
"outhful member from (ireenville, i
Mr. Croft told a story which
brought down the house and the
young member subsided. Mr.
[Jroft likened the young mem(>er
to the bill which alarmed the fox.
A groat big mouth, a long tongue,
i bell of a fuse but nothing else.
Mr. Logan, of Charleston,
nude a spirited and pointed speech.
Mr. Logan is quite a young mem- '
aer and Mi. Asheley tries to tease i
lim. Mr. Logan refused to be (
nterruptod and concluded his >
ipeech by making a dig; at Anderton
county's alleged unsavory ,
reputation on account of the i
.rouble over the "Slavery" in the
:onvict case there.
Mr. Ashley, white with rage,
leclared that Judge lienet had
itirred up a lot of trouble there
ind nil the reports sent out about
it were falsehoods.
Later Mr Prince in a parliament
tary way referred to the fact that
i Charleston man had stirred up
.he stink in Anderson and it had
iroven to be nothing.

Mr. H. B. A. It# bin son, premediatedly

statements an falsehoods whether
wilfully or not he could not say.
Mr. 1/ogan countered heauti'ully.

personally he wished to say that

That is a good idea Hon. ,1. 11.
Hade, of York, has about serving
notices on jurors by registered
mail,compelling acknowledgement
of service under penalty. It would
save the State thousands of dollars
in the course of a year, would he
just as effective as the present
system, of practically so, and
much more convenient. We hope
