it disorganized the financial ar

the counties, and was of no benefit
to anybedy except the large
taxpayer* who could pay as well
one time as another. The small
taxpayer can pay as well in November
as February, in fact it is'
often the case that he can pay
without trouble in the fall aad is
feroed to borrew the necessary
cash with which to pay later on.
