A Washing tan diapatch of Nor.
27 to tha Naw York Sua aaya:
"The decision net to appoint
William P. Crawford, of Chester, 1
S, C., to a liautanaaiy iaihaarmy (
because he braka his angagamant '
to Mias Rahacca Douglas of that t
piaca, haa baen bald in aheyanco i
by Sacratary Root until ha can <
secure further information as to 1
tha young man's conduct. There i
is a naw point ta ba aattlad and 1
tha final outcameof thainteresting '
controversy depanda upan tha i
contents of a letter, which are as
yet a secret.
"The secretary of war decided,
after it had practically been determined
not 10 appoint Crawford
t? gire hi.n an epportuaity to
t xplain his action and granted him
a hearing for that purpose. The
young candidate for military
honors came to Ifashiagton and
made a personal statement to
Secretary Root. His frank nets .
impressed the secretary very
much.
"He admitted breaking an en- j
gage meat te marry Miss Douglass
acknowledged that up to two or
three days before breaking it he
made her so suggestion that he did
not intend to marry her, but he
declared that he bad good reason
for not fullfilling his promise.
"Secretary Root asked him for
* his reason. This young Crawford
declined to give. He explained
t hat lie had written tr* u ? rv...~ I -
Usb'h mother, stating his reason*,
sad that he considered the} were *
cenfidental with her. He bad no r
objection whatever to her stating t
I them to the war department or t
the president, hut he declined to
do so. In this Secretary Root ftg- *
reed with Mr. Crawford *
?3"Accordingly he suggested to* c
the friends of Miss Douglass, who t
had objected to Crawford's ap 1
pointment, that they secure front c
Mr?. Douglas* a copy of the >
young man's letter of explanation t
His reason for this was that he t
desired to base his action upon *
. the reasons advanced and to de 1
termine himself whether there '
was sufficient grounds for Crawferd's
action, 1
"In his opinion, the reasons
may hare shown that Crawford
either was justified er acted dis- 3
gracefully. It has now been several
weeks since this desire of Secretary
Root's was conveyed lo the
i friends of Miss Douglas. Up to
this time they have not produced
Crawford's letter to Mrs. Douglass.
"It is now said that the secre
tary of war will wait a reasonable
time for the senators and congressmen
who have opposed
, Crawford's appointment to produce
this latter, and if it is not
dons lis will take it for granted
that Crawford's reasons wore sufficient
to justify his breaking his
engagement."
