The News has been interested in |
looking over the report of the
comptroller general f>r 1900 and
comparing Ins figures with those j
of what has been popularly styled '
4'ring rule" days. (
It will be remembered that one
of the accusations of the "Reform- .
ere'' was that the state govern- .
ment was extravagant; that it
wasted the peoph 's money in nig j
appropriations, and that taxes <
wbio ingu. Hiid no or in iQf same |
general strain.
We have bad ten years of "Re- (
form," and by this time surely
the slate ought to have reached
rock bottom In retrenchment ami j
reform, and one would have a (
right to expect to see the govern- <
mental affaire administered much .
more economically than in former
days. We say he would have a
right to expect to find it, but aa a ,
cold matter of fact he would find .
it?not so. Here are some figures

l'he Profits of the State Dispensary
Reduced to Tito Per Cant by
tho House.
The State, 241b inat.
The houNA of representatives
yesterday took important action
on the division of profits accruing
from the Hale of liquor. The outcome
of thin may he that those
counties in which no dispensaries
are lecated may some day he
forced to adopt the evstern in
order to raise revenue for the
Rch ols.
When tho dispeesarv law wu?
given a general overhauling last
vear, a step was taken in this
direction when it wan decided to
reduce to 10 per cent the Stat*1!
share of profit)* which should he
distributed anr ag all the counties
in the State in proportion to the
scbeol attendance and alao with
regard to ant deficiency in ths
three mill tax for school purpose*
in any county.
The meiming of this was ohti
one. Counties like York and
Horry, though having no dispensaries
of their own, were receiving
revenue from the profits in the
State dispensary.
Yesterdar the house decided to
reduce tke State's 10 per cent.
<?
profit to S per cent., and thus,
while nominally complying with
the constit jtional requir* meats,
divert the bulk of the profits from
the general State fund to the
treasuries of the several municipalities
and counties in which th?
disj>ensaries are located.
The house had a busy day yesterday
and accomplished a great
deal. Second reading bills were
waded into and dispo ed of without
ceremony. There was not i
third reading bill on the calendar
Nine bills passed second reading
and two were killed. The lattei
were the bills to provide a capita
tiondogtax, and to compensate
the victims of theft.
At noon the senate and th>
house met ia joint seseioa, am
after tho vote for United State
senator had been tabulated. Sens
tor Sheppard, presideat of the
senate, announced the election o
H K Tillman to I* United State
