from all the mayor# to his letters
notifying them of thy favorable
action of city council, and they

mimes to the appeal to the press
of the Mate, which was sent out
of Charleston this afternoon.
The plea for the passag? of the
amendment i* directed to the
voters of th? State. It simply
sots out the pressing needs of the
live cities for improved water and
li^ht plants and shows that the
constitutional amendment is neees
s.ry to allow the present plans to
he put into ellacl. Stress is laid
on the fact that the amendment
can atfect only the cities which
are asking for the change sad
then not until th? several com
munitics will have h?ld special
elections and approved of the
amendment and the scheme* propased
for the needed municipal
plants. It. is a plain, simple and
straightforward appeal, on*ily

a promise on Sept 1, of a crop of

The reduction of the crop is

per bale the quantity destroyed
would represent a value of
