Joe Wheeler (iires Ilia Reusons
for Resigning.
Washington, March 1Q?Gen.
Wheelar's letter of resignation
was made public here today. He
says the insurgent government is
virtually destroyed, Aguinaldo a
fugitive in the north* rn provinces,
his cabinet and congress scattered,
the various commands of the insurgent
general reduced to mere
skeletons who k ipt without gun
shot range.
"From what the present president
of the Philipino congress
says,'' the General adds, *'1 don't
think they can ever reassemble."
Wheeler therefore resigns as an
oflicer of volunteers. No action
hs* been taken on his resignation.

New Orient, a Manila newspaper,
in an issnc brought hy the transport
Warren, declares tlmt the
killing of Gen Lawton was the
result of tho placing of a price
upon his head by wealthy natives
of Manila. It says the killing of
Major Howard in a river boat
previous was due to a mistake,
Howard beinrr then mistaken for

Law ton. Continuing, the New
Or ion t says:
"Certain native* rejoiced when
the news of Lawtou's death was
tecuived, and it was ut once proposed
to raise a purse to* reward
the man who slew him The officers
of the Katipunan Society
took charge of the affair, and
among those particularly active
in the matter were Senor Poblete,
editor of El Pueblo del Grito;
A Revalo, a dentist, and Arellano,
of the Supreme Court. Money
came in freely.
"ProMete was the treasurer,
and within twenty-four hours he
had in his hands more than $100,000
of voluntary contributions.
After consultation it was decided
that, this was too large a sum to
be given to the slayer of a singlo
man, the reward was fixed at
$25,000. The man who did the
deed was a second lieutenant of
the Guardia Civite, named Garcia.
"Tho rest of the cash on hand
was placed in a fund to reward
such patriots as might in the
future be fortunate enough to
rid their cot ntry by death of
hated American ollicers."
