"We would direct especial attention
to the call issued to A11ianccinen
in this issue of the Advocate.
Owing to the deterioration
of interest throughout the
state, the very existence of the
organization is now threatened.
The only visible work of the organization
now existing is the
state exchange, and it may he
abolished at the Columbia meeting,
henee it is of the utmost importance
that those of our suballiances
which hold stock in tne
exchange should lie represented
on that occasion.
"The Alliance has undoubtedly
accomplished much in its day for
the betterment of the class by and
for whom it was organized; hut
we fear its day is done. It has
done nothing now for two years,
during which time it has been an
organization in name only. And
it till'!-*' W if? h? > ?

? no revival in interest and activity?
we say unhesitatingly, let
it go; wo don't want the shadow
without the substance. That there
is yet work f.?r the Alliance to do
cannot he doubted, and if there is
any reasonable prospect for a
resuscitation of the movement it
should be encouraged by all
moans, but, judging the future by
the past, the case is seemingly
hopeless. We have attended some
of the meetings of the Florence
county alliance and they were
almost as representative as a prohibition
gathering in Kentucky |
during a political campaign.
Rather than perpetuate this un-l
fortunate state of a Hairs, it wool I !
in our opinion, be advisable to j
restore the exchange stock to its !
original owners and, an an alliance ;
friend expressed it, 'irive the en- j
tire organization a decent burial.' j
"In closing, we wish to request |
allianceiucn to turn out in full
force at the Elim meeting in or- >
der to decide upon some definite
aiul decisive course of action.? |

THE SITUATION IN THE 1
PHILIPPINES.
Capt. McQucstion Returned from
Manila Expresses Himself.
San Francisco, .June 21.?Dr.
Charles A. McQuesten, who was
on the statf of Gen. E. S. O^is,
and who was health otlicer at Ma*?
nila, has returned home invalided
by the climate.
Capt. McQuesten nude a close
study of the conditions of the
Philippine situation. He is of the
1 opinion that it will take from 100, 000
to 150,000 soldiers to properly
subdue and hold the islands.
| He also says that the peace com
[mission was an absolute failure
and that its work from the start
I was without effect. He strongly
| supports the military government
1 of the islands, except that he
! thinks more men will he necessary
! than has been estimated.
Dr. Sohurnian knows that the
commission is a failure and is
coming homo in duly, added
Capt. McQuostcn.
"Unless troops, thousands of
! them, are sent to the aid of our
' men there they will he driven
buck into Manila in the course of
the next few months, during the
rainy season. Our men simply
cannot stand tho? climate. Fifty
per cent, of them will ho incapacitated
by sickness and the territory
overrun will have to be abandoned
and Manila will he in a state of
siege again.
"Our officers and soldiers have
accomplished wonders and have
proved themselves the best soldiers
in the world. But nothing: decisive
has come of because our
men were not in great enough
!
force.
"Peg-leg'' Graham spent yesterday

[ For The Ledger.
Hot Times in Kershaw.
Mr. Editor:?We are having
pretty hot times in our little town
at present. Fahrenheit ranging
from DO to 98 in the
shade, and the animal heat running
up to 140 and 150 degrees,
at times, especially when the now
board of school trustees meets to
consider and act upon the apolica
| cation of the numberless cundii
dates for a principal for the graded
school. About a fortnight since
J the new board (composed entirely
|of new members with the oxcepI
tion of one) met, and elected a
! new principal, and a majority of
the patrons of the school not bei
in<; satisfied with their selection,
apprised them of the fact, and
after due deliberation the board
respectfully requested the man
whom they had elected to resign,
I which ho did at once bv telegram,
so I have been informed.
The dissatisfied patrons, cireu
lated a petition with 00 per cent
of the names of the citizens, ask.
1 ing the hoard to retain the old
' principal, and they would not do
it. What do you think of such
servants as these? Does it not
look like they are the masters, instead
of ttie servants of the pcoj
pie? I think they have met once
or twice since, and have had one
or two caucuses, but have failed
to elect a principal as yet. The
general opinion is, Kershaw will
not have a graded school this
term, unless the present board
resigns, which 1 think they will
do, and, then call a mass meeting
of the citizens or the patrons of
the school and have a fair election
of another board who will select a
principal and a corps of teachers
which will please the majority of
people. And again, to show you
that the times are hot, and still
heating, on the 21 inst., one Mr
Lawson, a citizen of North Carolina,
was arrested and incarcerated
in the block house of Kershaw,
without a warrant, only to remuin
a few minutes until he could
give bond for his appearance next
morning. Ho employed council
and promptly appeared before his
honor, next morning, and after
investigating the charges preferred
againot the agent, the mayor
failing to find sulhcient proof to
convict him, he was discharged.
The agent was as mad as un old
wet hep and I guess the mayor
was pretty badlv worried because
he could not convict his prisoner.
