An Important Suggestion for the
Development of Our Public
School System.
Mit. F.nrrou :?The suggestions,
or plans of Mr. McMahan, State
Supt. of Kducation, for holding
State and County Institutes during
the Summer, should meet with
the hearty endorsement and co-op.
oration of every friend of education
in this State.
lie proposes to hold a teachers'
institute of four weeks duration in
each county. It is expected that
the State board of education will
reijuirc every teacher in the public
schools to attend these institutes,
a certiiicaU* of such attendance
being a necessary <pialilicalion
to teach in the public schools.
This is a step in the right direetion,
but the majority of our
teachers are not able to pay hoard
and other necessary expenses to
enable them to attend such an in.
stitute. To remedy thisdifliculty
1 respectfully suggest that our
County Supt. of Kducation call a
meeting of all the trustees m this
county to be held at Lancaster ('.
11. on the lirst Monday in .June to
devise ways and means whereby
such an attendance may be sceur- ;
ed. And I would fur? her Suggest
as one way to meet the ditliculty
ind to enforce the attendance of
me iciU'lu'rs lhi'1 their salaries he
raised. The salaries fur tir.-t grade
certificate.- are too low already,
tind the people cannot expect lirst
idass work at such prices. It is
poor pay, poor preach?ami that
will hold good throughout every
line of work.
Let us then give new life and
impetus to this important work
by increasing the pay of these
patient and long suffering laborars
and ret pi ire them to perfectly
equip themselves for this all important
work.
In addition to the county insti
lutes Mr MeMahan expects to
have a Normal School at Winthrop
L'olhge for four weeks for the
hcnelit of graded school teachers
and others.
Let all the teachers, both of the
public schools and the graded
schools, be required to attend this
school. The expenses will not
exceed $1:3 for board for four
weeks.
There is nothing within my observation
and knowledge, and I
have been a trustee of some kind
>f school for 25 years or more,
that needs attention and encouragement
as much as the public
schools. (I will except the public
:oads, for they are a disgrace to
be civilization of any age of our
ountry, but more a on upon this
nibjeet. >
For the present let us direct our
ittentiou to co operation with our
vorthv State Superintendent of
Education in the development and
jrowth of our puhlic school syseni.
Yours Respectfully,
K F. Mu.lkr.
