Neal's Penance. It is reported from Columbia that Col. \Y. A. Neal, former superintendent of the State penis tentiarv is prepared to restore to | the State the anount ho has | abstracted from its coffers by J means of the "shortage in account'' system. The restoration, J however, will bo made only 011 (condition that the State agrees not to prosecute the offender for his misdoings. It is to be hoped that the State officials will make a very positive and emphatic refusal to compromise with Neal. The man is guilty of gross malfeasance in of tioo and should be prosecuted i vigorously in an effort to secure j for him the heaviest, nonishnwnt I the law provides. The amount of his shortage is considerable and the State should recover it if possible, but it would be far bet- i ter to lose the sum of Meal's peculations many times over than to make a compromise with his criminality. Moreover the crimi- j nal prosecution will not prevent ' I recovery of the State's money bv civil process. Neal should bo : forced to repay the amount lie has , taken from the State and should ! : .1 lie punished besides. It is important that an example should bo ' made of these easy eonscietieed folks who rob the Stale and seek easy absolution. The plea of j "error in bookkeeping" is put j forward with a jaunty air and is often accepted with apologies for unjust suspicions. Neal hopes that such a condition may obtain in his case and that he may go j free and perhaps mount high in the State's councils in the future. Ncal's misdoings make a flagrant case and a s vere punishment should be given to him. In the last issue we published an account of the cowhiding of ,J I) Strndley of Greenville by .1 Morrow lvey of Rock Ilill. Strndley has since published a enid in the Greenville News in which he claims that the Ivriys resorted to dishonorable means to got him on the street. He denies mistreating his family, and claims that he had accepted a position that would utTord a support.
