A Paris telegram says that on
Monday tho American commissionioners
presente(l a written ex
pression of the purpose of the
I'nited States to take the entire
group of Philipines islands and t<?
assume such proportion of the
Philipine debts as has been spent
for the benefit of the islands or
their inhabit ints, m public works,
improvements, and permanent
betterments.
It was also set forth that the
United States would not assume
nuy part of the Philipinc debt
which has been incurred by Spain
for the furtherance of military or
naval operations to quell insurrections
of the natives.
The session was adjourned until
Friday in order to give the Spaniards
time to prepare a reply.
The session Monday lasted a
little over an hour.
After the conference was dissolved,
the Spanish commissioners
?xpressed the opinion that the
Americans' demand would create
n Spain, as they had upon her
jommissioners, an exceedingly
yrave impression. Were the
Spanish commissioners pushed to
i final determination, they would
eject the American demands, but
he changing tone of the Spanish
press recently urges the consumnation
of a treaty of peace however
rigorous, the argument bong
that, although the Spaniards
low to the American demands,
he commissioners do not acknowl>dge
the justice or admit tlio legaliy
of them.
