THE LEPQS | Tnurlow * Carter a i ? anager. Saturday, January, 29, 1898. One By One. Greenwood Index. One by one the Silent Ueaper gathers to their last roll call the men who wore the grey and fol lowed the fortunes of the stars and liars. Within a twelve-month General John D Kennedy, Samuel McGowan, Johnson Hagood and John Bratton have 'gone on that bourne from whence no traveler returns' and rest with Loo and Jackson 'under the shade of the trees,' borne to their resting places by their few surviving comrades, followed by the tearful 'well done' j of their follow men. I The manly example of the life of this last good man who is now no mom might well bo taken as a lesson by the generation which has come since ho unsheathed his *sftlin)ocu a nrne/1 of Kio hh o wv.? w.j.' ii tt \ r i m I1IO \yV/UUll y c call. Enlisting as a private soldier in the Confederate army, he first saw service on the coast defences around Charleston. When he went to Virginia he was elected colonel of his regiment where his distinguished courage soon won for him the good ollices of his superiors. On the battlefield of the Wilderness ho conducted himself with such soldierly merit that he was at once promoted to the rank of brigadier general on a telegram sent by (ieneral Lee from the l>ittlelieM. Senator VlcLaurin has kept the promise he made last fall by in troducing a bill for the abolition of tho State bank tax, together with another designed to afford relief under the nutionul bank system to real estate owners. These bills are among the shortest on record, but they hit the bullseye. The first reads: A bill to repeal the ten per centum tax on the circulation of State banks and banking institutions. That all laws or parts of laws imposing a tax on the circulation of State banks and banking institutions be, and the same aro hereby, repealed. Sec 2. That this act shall take effect from and after its passage. The second is as follow: A bill to authorize national banking institutions to loan money ! on real estate: That on and after the pnssage of this act it shall bo lawful for all national banking associations i to make loans on real estate security. Sec 2. That all laws or parts of j laws in conflict with this act are; hereby repealed. Thirty-seven words in one and 40 in the other?but all the south really needs in Federal banking legislation is therein expiyssed. We hope that Senator McLaurin i will push those measures vigor ! ously, got them before the senate anil fureo a vote on tliein. That body 1ms never yet, so far as we are aware, voted on the direct and clear issue of the repeal of the State bank tax.?The State. (.ORMAN DKFK\TKD.
