We are without any late reports from the
legislature, not having received oui mails this
week, lu addition to the proceedings published
on our first page, we learn that the Anpeul
Bench has been tilled as follows: Hon. B. F.
Bunk in, Chief Justice, and Judge Wardlaw
and Chancellor Inglis, Associate Justices. We
have not beard who bava been elected to the
vacauciea on the Ci cuit. The Courts will,
without doubt, be put in efficient operation.
The impression is that the existing staylaw will
he recast, and the creditor allowed to sua his
debtor to judgment, so as to secure a lien upon
the propei ly ; the execution to be stayed, except
as Uf the interest of the debt and a part
of the principal, to be collected annually. '

of Congress of the highest interest, though
by no means gratifying orencoui aging td the
people of the South. The Bill 'introduced hy
Mr. Wilson, of Massachusetts, in the'Scnate,
and the resolutions of Mr. Sumner and his
proposed test oath are glaring evidences of the

admitted to seats. Those of theni who went

this committee. Until this subject is disposed
of, we presume not much else will be thought

Bank Statement.
Jhrough the attention of our worthy reprc

President and Proctors of the Dank of th<
State o( South Carolina to the Legislature.?
The report shows that this institution, in com
raon with all the other material interests ef th<
State, has sustained immense losses ; -but w<
are pleased to ses that its condition la not s<
bad as has been generally supposed. Tb<
amount of specie repotted in the parent Bank
and its severul branches aggregates upwards ol
ninety thousand dollars. lb-sides this, the
Bank is in possession of assets, exclusive ol
the paper of the Confederate Government and
of tka suuis advanced to the State, of about
three and a halt millions, consisting of notes,
bonds, stocks, &c.
largo share of the indebtedness of the
Bank is due to depositors. The President
states that these deposits were received iu the
then currency of ihe country, on the express
stipulation that the parties depositing were to
take the lisk of all changes in value ; and that
the Bank now h- ids, in the paper of the Confederate
Government, upwards of three millions
beyond the amount which would represent
the deposits
Under all the circumstances, we think the
bills of this institution should command a better
price than they are now selliug (or, and we
wou'd advise holders not to sacrifice them at
present 'rales.
