Free negroes, mulattos* aud mestizoes are hereby required to make their returns and pay their taxes during the month of April; and the Tax Codec tor of St. Phillip's aod St. Michael's is allowed until the month of June to re ceive the taxes of white persons. The lots and houses on Sullivan's Island shall bo freed from taxation during the existing war between the Con federate and the United Slates of Amerca, tlie saino being used by the troops of the Confederate Stales or by the works for defence.
