Mr. Crittenden said, it seemed to him !
that the Senate but very seldom bad uu'

importance. It was enough to make them

in Kansas.
They had been in session six months,
and uot one step had been taken l>y them
to remedy this disagreeable evil, growing

; of the eutire country seriously threatened.

Mr. Mason was not now prepared to

ident, who, a> Commander-in-Chief of the
Army, has sole power over the matter.?
While entertaining the highest respect for
the patriotism and judgment of the Senator
from Kentucky, he did not think the
condition of things in Kansas called for
the course proposed.
Mr. Crittenden replied that, as (Jen.
Scott was an old man, the 1'resident might
feel some reluctance in ordering him on
that distant service, but, in his opinion,
the Senate ought to endeavor to contribute
to the promotion of peace in Kansas.
Mr. Seward was in favor of sending Gen.
Scott there,but thought i. would be as w ell
to do it by joint resolution. Hi also sag
goK'.ed that the preamble to Mr. Crittenden's
proposition be omitted, as the facts
therein set forth are well known to the
1'resident and the countiy.

are but small strokes of tho pen, in
all money matters tbey constituo the most
powerful arguments.

was about '22,000, which, with an average
sum of $3,000 for building?, iniule
the sum total of $25 000. ,'lbe amount ;
appropriated for all the poor children in
the Stnto was hut $37,600, a sum totally j
inadequate fur the object, and that left the
great majority oflhe poor without the advantages
of education. Convinced that 1
the liberality of the State was dispensed ;
with a partial hand, the Legislature of
fiat year doubled the appropriation for
Free Schools, giving the College the usual
i amount; and thus it has remained since.
, To lie convinced, however, of the great in- ;
I equality still subsisting between the rich ,
i and the poor, it 's necessary only to know
the number of each.
The number of students now at the
I South Carolina College, according to in
formation, does not exceed one hundred
nnti twenty, of whom doubtless some are
from other Slates; but desiring to be per
fectly fi.ir, tpen and candid, we will give
the College her highest average amount
for the past four years, which will be
about two hundred; of which not more
that one hundred and seventy have been
: of this Stato. Twenty five thousand dol- j

for each student at the South Carolina

well it may; for perhaps there is not another
instance of suclt blind partiality
throughout our widespread confederacy.

and have any number of officers,
from the governor down to the orderly
sergeant, and I wilt propound the question
to any one of them, would it be politic!
would it bwjust! to disburse the whole of
the military fund upon the right and left
wings of our army, and not give a single .
