County Supply Bill.
The Advertiser is indebted to Hon.
J. 0. Sheppard * for a copy of the
county supply bill for 1921, which
is as follows:
A Bill
To Provide for the levy of Taxes for
School and County purposes for
the year 1921, and direct the ex
penditure thereof for Edgefield
County.
Be it enacted by the General As
sembly of the State of South Crao
.lina :
Section 1. That a tax is hareby lev
ied upon all of the taxable'property
in the county of Edgefield for coun
ty purposes for the fiscal year com
mencing January 1, 1921,^ for the
amounts and for the purposes here
inafter stated, respectively.
Section 2. For general county pur
poses twelve (12) mills, to be expend
ed as herein provided, if so much be
necessary. The Board of County
Commissioners is hereby authorized
and empowered to borrow as much
money as may be necessary to raise
the amount stated in this section, to
give the note or notes of the county
'for the same, and to pledge the above
.stated levy as security for the same.
The Board of County Commissioners
?s authorized to divide the expendi
tures mentioned in this section in
monthly payments as nearly as prac
ticable, and borrow* money month by
month, the sum necessary to meet the
'iscpenses of the current month.

Section 3. The County Treasurer
is authorized to borrow money from,
the Sinking Fund Commission for the
abca?E purposes, if practicable, and if
exo't from the said Commission, then
from any bank or banks, or any other j
party that will make the loan or|
3oans upon acceptable terms, and to
give the note or notes of the county
for the sum so borrowed and pledge
the above levy as security for the
note or notes given; the faith and
credits of the county of Edgefield is
{.hereby pledged to provide by annual
.levies for the repayment to the Sink
' ing Fund Commission of any sums it
..may advance for the purpose of this
.Act; the faith and credit of the coun
ty of Edgefield is hereby pledged like
wise by annual levies for the repay-J
.ment to any of said bank or banks
.or other parties that may make loan

Section 4. In addition to above
loans and levies provided for the
Board of County Commissioners of
Edgefield county is hereby authorized
and empowered to borrow as much
money as may be necessary to raise
an amount sufficient to pay all the ?
past indebtedness of Edgefield coun
ty, including the several notes signed j
by a number of citizens of Edgefield
county to raise funds for the purpose
.of carrying out the contract entered
Into by Edgefield county to build the
Dixie Highway road and bridge there
on, upon such terms and in such in
stallme/hts, and for such periods of
years, as may be agreed upon be
tween the said County Board of Com
missioners, and the party or parties
from whom the said loan ?nay be se
cured; and there shall be levied upon
all the taxable property of Edgefield
county a sufficient levy to pay said
loan and the Auditor of Edgefield
county is hereby authorized and di
rected to enter upon the tax books of
said county a sufficient levy to pay
said loan; Provided, -however, The
said Board of County Commissioners
of Edgefield co.unty may, in .their dis
cretion, sell bonds, under and by vir
tue of an Act authorizing them so
to do, to pay said indebtedness, in
cluding said notes signed by sundry
citizens of Edgefield county to build
the said Dixie Highway road and
bridge thereon. In case said bonds
can not be sold now nor loans can not
be negotiated by said Board of Coun
ty Commissioners sufficient to pay
the said notes signed by sundry cit
izens to build said Dixie Highway
road and bridge, then hte Auditor of
Edgefield county is hereby directed
and required to enter upon the tax
book of Edgefield county a sufficient
levy to pay said notes.
Section 5. In further addition to
the above levies, the said County
Board of Commissioners is authorized
and required to make such levies as
may be necessary in Johnston, Pine
Grove, Pickens and Wise townships
in said county, to pay the interest on
railroad bonds issued by and now
outstanding against said townships,
and they are authorized and required
to borrow such sums of money as may
be necessary to pay the interest as it
matures, and to pledge the taxes so
levied as security therefor.
Section 6. The Jailer of said county
shall receive fifty-five cents each per
day for dieting prisoners, and fifty
cents as a return fee for such prison
ers, and two-hundred and fifty dol
lars to-be paid out of the funds foi
ordinary county purposes to be in
full payment, of fees and salary, ex
cept such further fees as may be paid
him by the Sheriff for special ser
? vice. The Court Crier and Bailiff shall
receive two dallars per day for each
day's service in attendance upon
Court.
Section ?. The Board of Trustees
of Edgefield School District are au
thorized and empowered to pay the
salaries of the teachers of the public
school for said school district for the
year 1921; and they are authorized
to borrow the money and to pledge
the taxes to be raised by the levies for
said school district for school pur
poses for the year 1921 for the pay
ment of the same, and likewise the
County Treasurer is authorized and
empowered to borrow money suffi
cient to pay in qash the salaries of
teachers in the other public schools
of the county, and to pledge the tax
es for school purposes as security for

Section 8. In addition to the costs
and fees now allowed by law to the
Probate Judge of Edgefield county
for his services, he shall be entitled
to the entire amount that may be paid
him for marriage licenses issued by
him.
Section 9. In addition to the pro
visions herein made to pay the in
terest on any of said loans made to
Edgefield county, including said
bonds, if issued, said interest, when
.due, may be paid out of the taxes
herein levied for ordinary county
purposes.
Section 10. The County Treasurer
shall pay to the Sink'ng Fund Com
mission of Pine Grove township any
sum due them by Edgefield county,
for taxes collected to pay interest on.
railroad bonds, or for any other pur
pose in said townships and not yet
paid by Edgefield county. The Coun
ty Treasurer shall also pay any sum
due and unpaid by the county of
Edgefield for vital statistics. The
amounts mentioned in this section
may either be paid out of funds pro
vided herein for past indebtedness or
out of the levy herein for 'ordinary
county purposes.
Section ll. This Act shall take ef
feet immediately upon its approval
by the Governor.

tan Glee Club.
The Glee Club consisted of four
musicians; both their vqcal and in
strumental selection's were of a high
class and exceptionally well rendered.
They pleased their audience at all
times, whether in solo, readings, quar
tet or with musical instruments.
Their work with the Swiss Bells is
worthy of very favorable comment,
while their trombone quartet was
something: out of the ordinary.-Lis

. The Metropolitan Glee Club gave
an excellent concert, which was much
enjoyed by the audience. They gave
a clean, interesting and enjoyable
entertainment which delighted old
and young. Their quartet work is -very
good. In their work with the Swiss
Bells, and in handling the slide trom
bones, these four young men are un

largest and most brilliant financial

Governor Harding, who is here as

At present a "buyers' market" ex
sts, Governor Harding told his audi
