London, July 10.-One houAdred million dollars is the sum to be.levied upon Jews all oyer the world for the rejuvenation and repopulation of | Palestine as Zion's homeland. Qf this total, American Jews are expect^ to raise $80,000,000 according tb^'Dr. Felix Frankfurter and other A?nieri cans who are dominating the finan cial discussions of the Zionists con vention here. A resolution providing for a cam paign to raise the gigantic fund will be formally passed Monday. Sharp conflict of opinion as to the methods of immigration to be used for the duration of the British man date of the Holy Land occasioned a heated debate on the floor of the con vention yesterday. The younger and aggressive element known as the "ac tivist" ;wing of the Zionists move ment sympathized with Dr. Max Nor deau who, in a verbal clash with Dr. Weizmann, demanded the immediaet settlement of 500,000 Jews in Pales tine. To this Dr. Weizmann respond ed: ; "It is impossible for the Jews to do this. It would be impossible for ? any other people or race to do it. The difficulty is that the Jews have failed to rise to the demands made on them by the San Remo confer ence. "When the Jews of the world are prepared to sacrifice flesh ond blood and treasure to the maximum degree, then we shall listen to propositions or an immediate settlement of Pal estine." Answering the charges made by? the "activists" and Dr. Nordeau that! Great Britain proposes to continue, to control Palestine even after the mandate expiries, Dr Frankfurter] said: "The question of the length of the mandate is an ecademic one. No one is liable to legislate 30 years ahead and to know what the demands of the Jews will then be. At any rate, it j is impossible to create a Jewish state immediately." Americans dominate the various committees appointed last night. A meeting is scheduled for tomorrow to map out the Zionist program for the coming year. Nathan Straus attended yesterday's sessions. President Wilson Calls Meet-| ing of League Assembly. Washington, July j 10.-President Wilson acting under Article 5, of the covenant of the league of nations has called the first meeting of the assem bly of the league for November 15. The place of meeting is reserved from announcement in this country on the ground that as the invitation came from the allies, it is the sole privilege of the allies to give all the details of the presidential call. White House officials seem to think that, although the act of the president isl a purely personal one, the announce ment should be made at the state de partment. ? It is believed that the place of the meeting suggested is Geneva. The alternative was Brussels, but it is said the political atmosphere at Ge neva would be preferable, because of j the neutral attitude of Switzerland | during and since the war. 4 It was announced a few days ago from London that the president had actually issued the' call, but it was declared here the announcement was erroneous, all that had at that time developed being the receipt of the invitation from the allies. The authority of the president to call the first of the council of the le?gue of nations and of the assem bly of the league itself is expresslj stipulated in Article 5. That author ity was recited in the official state ment from the state department in January last, when the president is sued the call for the first meeting of the counciL The president named the date and place, Paris, in that call.
