Thomas R. Marshall and Sir Auckland Geddes Speak at Washington Mass Meeting. Washington, May 2.-Vice-Presi dent Marshall, speaking here today "with Sir Auckland Geddes, the Brit ish ambassador, at an interchurch World Movement mass meeting, de clared the church must prove its work by its faith and that "it is idle to legislate for purity if the priest, above his book, is to leer at his neigh hors' wife." "It is vain to enact laws punishing murder," the vice-president added, if the elders are to continue working little children to death. It is useless to forbid larceny if the deacons are to make large church contributions out of excess profits wrung jointly from labor and the ultimate consu mer." Sir Auckland expressed belief that the church had not kept pace with the industrial revolution of the last century and that religion on wjiich civilization is based had been forgot ten in the great cities. "The material of the city today" the ambassador declared, "is the mill .stone around the neck of democracy which is drugging democracy and making it possible for. a determined minority through corruption to com pel people to agree to vote for things they do not want. That makes lies and disaster, and the loss of all free ' dom that the centuries have won." Mr. Marshall told the audience that the church with a complaisant smile had turned over to the state the enforcement of the moral laws, and that the state had failed, while the man on the street sneered. "Awake, O Zion, and if you really believe in the communion of the saints prove it by consistent con duct," Mr. Marshall said. "This is no ''holier than thou' message. I myself am a sinner. "The man on the street is not tired x>? the words of the Nazarene. When the church takes back the disciplin ing of the moral and religious life of its members, when it trains up its children with fixed views, when is ' proves its faith in the communion of the saint, by its works, its courts will be thronged with worshippers, and there will be no need for patch-work legislature to reconcile labor and cap ital, nation and nation. "This O God, make the supreme desire and the one motive of all those ?engaged in this great movement. If it be not, then our money might as "well .be spent upon a Roman holi day." Americans Warned to Stay out of Juarez. El Paso, May 2.-Americans have been warned to stay out of Juarez, the Mexican town just across - the Kio Grande river from El Paso. It was expected the Mexican city would renounce Cairanza and join the rebels. The chief of police ordered Juarez saloons closed. He told Amer ican immigration authorities to ad vise American citizens not to enter the town. Throughout the city there were rumors that the Juarez garrison would go over to the rebels tonight or that a battle would be fought with the revolutionary forces. A column of 500 troops was reported marching toward Jaurez from the south. Whether they were Carranzistas had not been determined early tonight. They were not more than twelve miles from the city. In notifying American authorities to warn Americans against entering Juarez the Mexic?n authorities said foreigners would be protected in the town if a clash occurred, but they preferred foreigners should remain away and that those in the city return to the American side. There was no disorder in Juarez today. At 4 o'clock a bull fight was in progress in the arena. The troops marching on the city :from the south were believed to be part of a command that left Juarez .for the south early last week, when it was reported a rebel column was marching on the city. Reports from the interior cf Mex ico indicate the revolutionists con tinue to gain adherents. No direct word was received from Mexico City. Reports persisted that President Car ranza's political advisers were urging him to resign and leave the country. NICHOLSON. .4-21-3t Order For Special Election STATE OF SOUTH CAROLINA EDGEFIELD COUNTY TOWN OF JOHNSTON /WHEREAS, It is provided by the laws of South Carolina that it shall be the duty of the Municipal Au thorities of any Incorporated City or Town of the State upon a petition of a majority of the free holders of the said City of Town, as shown by the tax books, to order a special elec tion in the said City or Town for the purpose of issuing bonds, for any corporate purpose set forth in said petition ; AND WHEREAS, A petition has been filed with the Town Clerk of the Town of Johnston, signed by the ma jority of the free holders of the said town as shown by the tax books, re questing the Town Council of the Town of Johnston to order an elec tion therein submitting the question of issuing bonds to the amount of Sixty-Five Thousand ($35,000,000) Dollars for the purpose of construc ting a Water Works System for the Town of Johnston. NOW THEREFORE Be it resolved by the Town Council of the Town of Johnston in Council Assembled and by the authority of the same that a special election be, and the same is hereby odered, in the Town of John ston to be held on the eleventh day of May 1920, according to the Laws of the State of South Carolina res pecting said election, at which elec tion the registered qualified electors of the said Town of Johnston shall be entitled to vote on the question or issue, "Shall the Town -of Johnston issue coupon bonds td the amount of Sixty-Five Thousand ($65,000,000) Dollars, bearing interest at a rate not to exceed six per cent per annum payable in any legal tender money of the United States forty years after date, with the privilege of redemp tion after twenty years from date, the proceeds of sale of said bonds to be applied to the contruction of a Water Works System for the said Town," "Yes" or "No." That John Wright, Supervisor of Registration of the said Town of Johnston is hereby directed to. open Books of Registration twenty days prior to said election, to wit on the twentieth day of April 1920, and keep them open for a period of ten days in the office pf Lott-Walker Company in the said Town of John ston from eight o'clock in the fore noon until four o'clock in the after noon, for the pupose" of registering the names of the qualified electors of the said Town of Johnston and that he do give due notice of the time and place of opening the said Books of Registration^. That said special election shall be held at the store of Lott-Walker Com pany in the Town of Johnston, and the polls shall be open at eight o'clock in the forenoon and closed at four o'clock in the afternoon. That at said special election H. W. Dobey, W. M. Wright and W. E. LaGrone shall act tes managers. That the Town Clerk and the said manages of election do give notice of the said election as is required by law.
