Order For Special Election
STATE OF SOUTH CAROLINA
EDGEFIELD COUNTY
TOWN OF JOHNSTON
WHEREAS, It is provided by the
laws of South Carolina that it shall
be the duty of the Municipal Au
thorities of any Incorporated Cit" or
Town of the State upon a petition
of a majority of the free holders of
the said City of Town, as shown by
the tax books, to order a special elec
tion in the said City or Town for the
purpose of issuing bonds, for any
corporate purpose set forth in said
petition;
AND WHEREAS, A petition has
been filed with the Town Clerk of the
Town of Johnston, signed by the ma
jority of the free holders of the said
town as show.' by the tax books, re
questing- the Town Council of the
Town of Johnston to order an elec
tion therein submitting the question
of issuing bonds to the amount of
Sixty-Five Thousand ($65,000,000)
Dollars for the purpose of construc
ting a Water Works System for the
Town of Johnston.
NOW THEREFORE Be it resolved
by the Town Council of the Town of
Johnston in Council Assembled and
by the authority of the same that a
special election be, and the same is
hereby odered, in the Town of John
ston to be held on the eleventh day
of May 1920, according to the Laws
?of the State of South Carolina res
pecting said election, at which elec
tion the registered qualified electors
of the said Town of Johnston shall
be entitled to vote on the question
or issue, "Shall the Town of Johnston
issue coupon bonds to the amount of
Sixty-Five Thousand ($65,000,000)
Dollars, bearing interest at a rate
not to exceed six per cent per annum
payable in any legal tender money of
the United States forty years after
date, with the privilege of redemp
tion after twenty years from date,
the proceeds of sale of said bonds to
be applied to the contruction of a
Water Works System for the said
Town," "Yes" or "No."
That John Wright, Supervisor of
Registration of the said Town of
Johnston is hereby directed to open
Books of Registration twenty days
prior to said election, to wit on the
twentieth day of April 1920, and
keep them open for a period of ten
days in the office of Lott-Walker
Company in the said Town of John
ston from eight o'clock in the fore
noon until four o'clock in thc after
noon, for the pupose of registering
the names of the qualified electors of
the said Town of Johnston and that
he do give due notice of the time and
place of opening the said Books of
Registration.
That said special election shall be
held at the store of Lott-Walker Com
pany in the Town of Johnston, and
the polls shall be open ap eight o'clock
in the forenoon and closed at four
o'clock in the afternoon. That at said
special election H. W. Dobey, W. M.
Wright and W. E. LaGrone shall act
as managers. That the Town Clerk
and the said manages of election do
give notice of the said election as is
required by law. t

Be it resolved and ordained by the
Town Council of the Town of John
ston in Council Assembled and by the
authority of the same that at the
special election on the question of is
suing bonds for the construction of
a Water Works System in the said
Town the electors shall elect
three citizens of the said Town of
Johnston, who shall be known as
Commissioners of Public Works of
said Town, and shall be charged with
such duties, clothed with such powers
and hold office for such terms as are
provided by the laws of the State of
South Carolina.
Be it resolved and ordained by the
Town Council of the Town of John

said elections are appointed to be
held and shall be conducted accord
ing to the laws of the State of South
Carolina governing municipal elec
tions.

of plans of the German general staff
for bombing New York city from the
air and a minute description of the
super-Zeppelin in which the invasion
would have been attempted, are con
tained in an article by Colonel Wil
liam N. Hensley, Jr., of the air ser
vice ,made public today by the War
Department. Col. Hensley was one of
the American officei*s who visited
Germany after the armistice had
been signed.
He says the German effort was
scheduled to take place about Thanks
giving 1918, and that the L-72, which
he described as "the largest airship
in the world," was expressly con
structed for the purposed raid. Meas
uring 770 feet from tip to tip and
equipped with six engines, of 260
horse-power each, the L-72, the col
onel said, was capable of carrying
five tons of high explosives and in
cendiary material.
"Action for every minute of the
trip was foreseen," the colonel said,
"every possible contingency of the
weather, fuel exhaustion, damage -to
the ship or machinery failure had
been reckoned. Weather charts of the
Atlantic were gathered, files of the
German admiralty were combed and
the records of the merchant marine
searched. Three hundred and sixty
seven times the voyage was made on
paper. The chances of real success
were 367 to 1.

nary circle iron, which is only a half circle,
