Good Roads Law For South
Carolina.
Columbia, Feb. 17.-From con
versations with members of the gen
eral assembly and from the trend of
legislation ?n the house, I learned c
early in che present session that if j
we are to have any considerable road c
building in South Carolina it will have \
to be done by each county devising r
its own ways and'means. There is r
now under discussion in the house a r
bill looking to the construction of cer c
t tain main trunk lines of public roads t
leading from county-seat to county
seat over the State, but this-will not \
meet the needs of a vast majority of i
the counties-certainly not Edge- \
field. c
Our greatest need in Edgefield is s
the improvement of the public roads j
leading from the several markets of j
the county back into the rural dis- }
tricts over which farmers haul , their t
fertilizers in the spring and over t
which they haul their farm produce t
to market. It is well to have certain c
trunk lines or main thoroughfares s
improved but we should not stop t
there, as is contemplated by the coun j
ty-seat to county-seat project.
Having reached' the deliberate r
conclusion that if Edgefield county \
and the great masses of our people, \
are ever to get out of the mud, we ?
must not look beyond the borders of 1
the county for relief, but must work i
cut our own salvation, I at once set \
about to devise a workable plan for
such an undertaking. I drew the sub- i
joined bill and, after submitting it to ?
Senator Sheppard and Mr. Walker \
for their approval introduced it in the ]
House in the name of the Edgefield j
delegation. Before it passed the.sec- j
ond reading, the time when bills are (
usually amended, I submitted a print- j
ed copy to Attorney General Wolfe ?
for him to point out the flaws and de- \
fects, if any existed. He returned '
'the bill to me with his unqualified ap- j
proval. j,
The Highway Commission, which j
the act creates for the purpose of \
selling bonus and expending the mon- t
.ey in road construction and improve- \
ment, will be composed of one person
from each township, thus guarantee- ?
ing io every section of the county t
the just and impartial consideration c
to which it is entitled. r
Some may ask why limit the bond c
issue to $300,000? Under the provi
sions of the Constitution, the maxi- ^
mum amount of bonds which the 0
county can issue (8 per c?nt. cf the t
taxable property of the county) is r
about $3(50,000, and experience has r
proven that it is unwise to issue th? 0

delegation told me today that expe- c
rience has proven the wisdom of the t

mary election so as to insure a full %]
expression from our people. An elec- ?
tion held in the busy spring season t;
would probably result in a compara- n
tively small ballot. Then, too, were s
the bonds voted earlier, the summer t
would jiot be a desirable time to a
place them on the market. t
The preliminary work of the com- I
mission as provided in the act, will I
all be done before the election, mak- o
ing it possible, if the bonds ^re vo- c
ted, for work on our roads to begin e
immediately after the primary elec- c
tion. After the commission shall have r
completed this preliminary work the s
people can vote intelligently upon r
the question of issuing bonds, as they s
will know what roads the money will 1
be expended ur on.

Section 1. Upon the recommen

Sec. 5. The said Commission shall,

Court of said county and to be sub
mitted by the Clerk to the circuit
judge presiding at the next succeed
ing term of court of general sessions
for said county, and by him submit
ted to the grand jury for investiga

examination of the books, papers and
accounts, and the work of the said
