Capt. D. C.Hey ward is no longer
governor of Sooth Carolina. After
serving as the state's chief execu
tive, [with distinguished ability,
^fotfour consecutive years, he haB
now retired to the private walks
of life. Governor Hey ward's ad
ministration will not only reflect
lasting credit and honor upon
himself bnt it will be among the
. brightest pages in South Caroli
na'^ history.
Among the very foolish bills
introduced last week by the law
nubers, was one to require rail
roads to transport students to and
from college at half-rates. It
would be just as reasonable to re
quire liveryman to haul students
and their trunks at half-rates, or
to-require farmers to sell wood
and the produce of their farms to
students at half the market
price.
The senator from Charleston,
has introduced a measure making
the-county Supervisor's term of
office four years instead ?-f two.
This-should become a law. At the
expiration of a term of two years
an officer has just reached the
point where he can render the
moat efficient service. Further
more, in obedience to an un
written law, the people nine
times out of ten will elect a su>
peryisor for a second term. Then

Some persons oppose aa income

ground all taxes could be opposed.

tige he had won.

gratulate the people of Saluda
upon having these young men at
the helm of their county paper.
They deserve and should receive
the hearty support of every citi
zen of the county, in order that
they may make The Standard even
a greater power in upbuilding that
section intellectually, morally
and materially.
State Dispensary Over-Stocked.
. The stale dispensary board
which was elected a year ago has
been weighed and found wanting.
Either the board ?3 .lacking in
honesty, or iu business ability
let ?B hope the latter. It is report
upon good authority, that all of
tho available space in the dispen
sary warehouses in Colombia ie
filled with liquor and that thirty
five car loads (consider tnese
enormous figures) are now upon
the tracks waitiug to be unloaded.
Furthermore, the state is paying
a demurrage on these thirty-five
cars. The question naturally
arises, why this tremendous quan
tity of liquor? This over-stocking
is prima facie evidence of mis
management or that Romothing is
wrong somewhere. The paying of
a large sum into the school fund
just at the time the legislature
convened was a master stroke on
the part of the dispensary au
thorities, but that will be offset
by the conditions above referred
to.
