Slavery Was Wrong-Wisdom in
Divisiou in Politics-No More
"Solid South."
New York, March 31.-In its)
forthcoming issae, Leslie's Weekly
. will print a paper by Col. John S.
Mosby, the famous Confederate
raider, on "Tho Dawn of the Real
South," in which he says :
"The real south is just at its j
birth. The growth of this child
of the nation may be gradual, but
in the end the Bouth will be far
sicher and more powerful than the
north. In the days to come the
south will become the do minant
section of the country.
"Without th? War of Secession
the south could never have hoped
to attain the future that is now j
v certain. Slavery was a areatj
inoubus, paralyzing natural energy.
By abolishing this wrong our war j
benefited every State south of the j
MasOi.-. and Dixon line. The neg
roes are producing more as freemen
than they ever did as slaves, and
the great mass of the people are
better off today than they were
under the old antebellum system.
"Socially, as well as industrially,
the abolition of slavery was highly
beneficial in its results to the
masses for slavery was a great
wrong and no community can ex
ist in the highest state of hap
piness when its systems are based
on a wroDg.
"There are the soundest reasons
^ for asserting that the negro's status
"^-ia'bound to improve. While thoy
aro not as near to equality with
white people as they were under j
the system of slavery, they are j
certain to be absorbed by im?
migration and in this engulfment
natural and wi sost solution of
what we now call the 'race problem.' j
"Richmond is the city most j
likely to become in time the
banking centre and commercial
headquarters of this country and
therefore of the world. The days
of that famous old city as a po
litical capital ara past, but its
career as tbe central point of
manufacture for the whole south,
and from there for the world at I
large, is just beginning.
"While great forces have been
working for the change, indus-j
triallyaud socially tba political
change is hardly less marked. It
is well nigh folly today to speak
of the 'solid south/ That, by the
way, wat a phrase of my own in
vention. When Hayes became
the Republican candidate for
president, I urged in a letter (Aug
1876) that it was botter for some
southern men to support him be
cause, if he were elected, his
administration must necessarily
zest on whatever supported it. It
was better for the southern people
to divide between the parties, so
that, no matter which side won,
there would be men friendly to
southern people who would control
its southern policy. This conten
tion is fully realized today, and j
the 'solid south' belongs wholly to
the political part.

The Port Royal Station Will Not
be Abandoned.
Washington, March 30.-It is
unlikely that the Port Royal nava
station will ba abandoned by the
government, for lt is the intention
of Rear Admiral Crowinshled,
chief of the bureau of navigatiou,
to use the place as a whiter stat ion
for the training squadron. Dredg
ing operations, wheu completed,
will make the station more con
venient for large vessels to ap

Proctor of Vermont has just n tern
from Cuba, where he has been
making observations concrruing
conditions in the islands. The
senator says he found a disposi
tion among mauy leading Cubans
to accept the terras of tho Platt
amendment as the most satisfac
tory resolution of th? relations be
tween the United Stiles and Cuba.
There are some firo eaters, the
senator says, who as?' rt that rather
than accept any interference by
the United States they will '"take

people in the country districts,

many years, declare that they have
had enough of the woods."

part of some of the Cubans, be
says, to place a strained interpreta
tion upon the Platt legislation and
th**y are trying to convinco the
Cubans that the Urited States
intends to dotbem great injustice.
According to Senator Proctor
these are not making very much
headway, especially, he says, as
the delegates to the convention as
now hearing from their consti
tuents, the large proportion of
whim are anxious fora settlement
of all political relations with the
United States and urge the dele
gates to accept the offers of this
government.
