The following rules governing the primary election, to be held August 25th, were adopted at a re cent meeting of the State executive committee : Rule 1. The qualification for membership in any subordinate olub of the Dtmocrato'c party of this State, or for voting at a Dem ocratic primary, shall be as fol lows, viz: The applicant for mem bership, or voter, shall bo 21 y< ars of age, or shall become so before the succeeding general election, and Le a white Democrat, or a ne gro who voted for General Hamp ton in 1876 and who has voted the Democratic ticket continuously 3ince. Provided, that no white man 3hall be excluded from participa tion in the Democratic primary who shall take the pledge required by the rules of the Democratic parfy. The managers of each box at thu primary election shall require every voter in a Democratic primary election to take the following oath and pledge : "I do solemnly swear that I am duly qualified to vote at this elec tion according to the ruh s of the Democratic party, and t?at I have ;aot voted before at this election, and pledge myself to support the nominees of the party." Rule 2. Every negro applying tor membership in a Democratic J club, or offering io vote in a Dem- j ocratic primary electiou, must pro duce a written statement of ten ' reputable white men, who shall 1 swear that they know of their own knowledge that (he applicant, or v ?ter. voted for General Hampton 1 in 1876 and has voted the Demo eratic ticket continuously since. The said statement shall be plac ed in the ballot box by the manag ers and returned with the poll list ? to the county chairman. The mau- j agers of election shall keep a aep- j arate list of the names of all ne- j gro voters and return it with the poll list to the county chairmau. * No person shall be permitted to vote unless he has be>m enrolled on * a club list at least five days be fore the sai l primary election. Each couniy executive ( committee of the Democratic par ky in this State shall meet on or before the first Monday in August of each election year and shall ap point thiee managers for each pri mary election precinct in their respective counties, who shall hold 1 the primary election provided for < under the Democratic constitutiou, < in accordance with the acts of tho < general assembly of th ie State reg- | ulatiug primary elections, the con- < utitution of the Democratic party i of this State and the rules herein I ?et forth. The names of such managers may b9 published by i the chairman of each county ex- I ecutive committee in one or more i county papers at least two weeks before the election. Rule 4. Each voter in said pri mary shall vote but two ballots, OD which shall be printed or writ ten, or partly printed and partly written, the name or ni; mes of the person or persons v.ited for by him for each of the offices to be filled, Together with the name of the of dce. No vote for house of represen tatives shall be counted unless it contains as many names as the county is entitled to representa tives. Rule 5. The managers of elec tion shall open the polls at 8 o'clock a. m., an 1 shall close them at 4 p. m. After tabulating the re sult, the managers shall certify the same and forward the ballot box, list and all other papers relating to suoh election, by one of their number, or hy the executive com mitteeman, to the chairmen of the respective democratic county ex ecutive committees wi'hiu forty eight hours after tho elose of the polls. Rule 5. The county democratic executive committee shall assem ble at their respective court houses on the morning of the seooud day after the eleotion. at or before 12 o'clock m., to tabulate the returns and declare the result of the pri mary, so far as the same relates to members of the general assembly and county officers, and shall for ward immediately to the ch i mian of 'he State executive committee at Columbia, S. C., the result of the election in their respective counties fer congressmen and so licitors, Rule 7. The protests for county officers shall be filed within five days after the election with the chairman of the county executive committee shall hear and detn mine the game. The State execu tive com millee shall hear and de cide protests and contests as to United States Senators, State of ficers, congressmen and solicitors, and ten days shall be allowed for filing the same. : Rule 8. Candidates for the gen eral assen)bjy and for county offi cers shall, ten days previous to the primary electiou, file with the chairman of the county executive committee ti pledge, in writing, to abide the result of the primary and support the nominees thereo?*. Candidates for other offices shall file such pledge with the chairman of I he State democratic executive committee on or before the 22d of June, 1896. EDITOR ADVERTISER: The pub lished rules of the State democrat ic executive committee allow all, candidates for county offices till ten days before the primary elec tion to file their pledges. This is an error and it is due to candi dates that it be corrected at once. The constitution was amended by the last State convention, and pro vides that candidates for county offices shall file their pledges by date of first campaign meeting. As soon as I noticed the error I wrote State Chairman Tompkins, who in reply says: ''The eommit tee o'. 3rlooked the fact that there had been a change made in refer ence to the time in which candi dates for county offices should file pledges. Everybody will of course have to be governed by the con stituyen."
