San Francisco is to have an in
ternational exhibition in 1895.
The greater portion of Texas has
suffered terribly for rain, and the
cotton crop will be very short.
Judge Izlar has decided that in
trial justice's courts it takes twelve
to mate a jury, and that the prac
tice which has hitherto obtained
of a jury of B?X is illegal.
Sixteen yellow fever patients in
Brunswick. The disease has been
pronounced epidemic by the board
of health. Nothing but the heaviest
frost will put an end to it.
A revolution in progress in
Brazil and Rio is being bombarded
by the insurgents. The United
States cruiser Charleston has been
ordered to Rio to protect American
interests. _
Senator Butler's profound sym
pathy for the sufferers on the coast
has brought him from Washington.
He is now at Beaufort with Miss
Barton in the interest-of relief for
' the people of that stricken region.
Gov. Tillman and Joseph W.
Barnwell are now working together
to alleviate the sufferings of the
se?-islanders, as though the latter
had never sworn that "Ben Till
man shall never be governor pf
South Carolina." One touch of
nature makes the whole world kin.
The deadlock in Congress over
the silver bill continues, this being
the seventh week of the session.
The free silver men seem deter
mined to fight to the last ditch.
Senator Mills, of Texas, George, of
Mississippi, and Hansbrough, of
North Dakota, are to speak this
weok.
At the passing of Tillman from
the gubernatorial chair, the "Plut
tercrats ' will get us again-no
doubt about that. Therefore we
think we had better keep him gov
ernor for about fifteen years longer
as by that time, may be, the
"Pluttercrats" will all be dead- or
busted.
Yellow fever has broken out
afresh at Brunswick, Ga., and an
epidemic of the disease is feared.
Augusta, Charleston, and Savan
nah have re-established quarantine
against Brunswick,, and the rail
roads will not permit persons
Miss Barton, the president of
the Red Cross Society, an organi
zation which has done so much to
.relieve suffering in the past, is now
in Beaufort to give aid to the des
titute in that district. Governor
Tillman, at whose request she
came, and Senator Butler accom
panied her to Beaufort.
We have it almost from the
book, that President Cleveland will
so make the federal appointments
in this State as to defeat Gov.
Tillman for the United States
Senate should he be a candidate.
Butler's programme must be to
win the fight before the swinging
round the circle begins.
The Augusta Exposition Com
pany has captured the Georgia
State Fair, and as a combination
they will open in Augusta Oct. 17.
Five counties of South Carolina
will make exhibits at the Exposi
tion. Wild West shows, the burn
ing of Moscow, a Roumanian band,
and numberless other novelties
will attract thousands to Augusta. "

Editor Gonzales, of the Columbia
State, still plunges his pen in gall
but occasionably, inadvertently
perhaps, he dips his mighty
weapon iuto the milk of human'
kindness, and then behold a line
or two, a paragraph, perhaps of
praise and commendation of Gov
ernor Tillman.
The revenue feature of the dis
pensary law is not the best feature
or the strongest feature even from
a political standpoint, and it would
be the part of wisdom for Gov.
Tillman to instruct his dispen
sers to that effect, and that pri
marily the law was passed to work
a great moral reform, and that the
revenue to be desired thereof is
only an incident. That this great
reform is not to cost the people
anything is all the bettor for the
people.
Massachusetts bas adopted a
new method in dealing with
criminals. For instance a man who
has been sentenced to the peniten
tiary for twenty-five years is re
leased upon parole after serving
five years oi his sentence. Th?
conditions are that he shall not
hereafter lead an idle and dissolute
life; that he shall not visit any
bar room gambling-house or house
of ill-fame, or associate with per
sons of bad character ; that he
shall not violate any laws of the
Commonwealth, but shall here
after lead an upright, industrious
and laws abiding life. Should he
violate any of these conditions he
will be taken back to prison to
i serve the remainder of his term.
Secretary of Agriculture Morton,
has just issued an order perfecting
the meat inspecting service of the
Agricultural department : After
Octobef 1, all hogs slaughtered for
interstate and foreign trade will be
inspected before slaughter, aud
again at the time tho carcass is be
ing dressed. This has been enforced
heretofore vm . the,- in^ner?a^^
provides, however, for an . inspec
tion of all meat which goes into
the interstate trade, and Secretary
Morton has determined that our
own people shall have the benefits
of this inspection as well as the
foreign consumers. The micros
copic examination of pork which
is intended for export to countries
requiring such inspection will be
contained, but will be confined to
this trade.
CLEMSON. COLLEGE.
The Clemson College buildings
are likely to prove too small for
the demands upon them. Four
hundred and twenty-five students
are in attendance, and there are
one hundred and sixty applicants
for February. Only about 450 can
be accommodated at present. So
far as we know no other college
south of Mason and Dixon's line
has so large an attendance.
The students at Clemson are
about equally divided between the
agricultural and mechanioal de
partments. After working hours
are over they spend sometime in
recreation. They have two base
ball teams and several banjo and
glee clubs. A postoffice has been
established on the grounds which
has been much needed as the pop
ulation on the hill now numbers
between 800 and 1,000.
Intimidating: Farmers.
MEMPHIS, Sept 18-The planters
and ginners all over Northern
Mississippi are in a state of terror.
The white caps are organized in
nearly every county and have
posted notice on gins forbidding
ihe owners from ginning cotton
mtil prices reach ten cents a
pound. Several gin owners dis
regarded the notices and opened
heir eslablishment8 for business.
The white caps promptly burned
hem to the ground and warned
he owners if another attempt was
nade to resume business it would
>e punished by death.
This has spread consternation
imong other ginners and planters,
vhom financial failure stares in
he face on one hand if they don't
cake the cotton, while on the
ther hand the gins will be burned '
f they disobey is the edict of the
utlaws. Intense excitement pre- ;
ails in many localities. Governor <
?tone has been appealed to by a
umber of gin owners 4for protec
ion.
