McCain of Ersk'ine College members of the State board of examiners.* It ifcvmaking those who oppose the present administration "so| tired "to see decision after decision gent down from the Supreme Court of the nation "souping" our State court decisions. Some of the Edgefield antis are now hlleging that Ben Tillman has "bamboozled" the Supreme Court of the - United States. The only comment we desire to make on this assumption is, that it take a migh ty big injun to do that kind of j work. If you wish to have a little fun get a farmer wh<* voted against his neighbors last, year and for Ring I rule to explain why he did so. Of course he can give no substantial reason 'mt the effort to do so will entertain you. 'We have seen it tried and it is as good as a circus. Medium. Our State courts invariably de cide all cases brought before them, in which the State is a party, against the State. The Supreme Court of the United States on the other hand as invariably decides | in favor of the State. So says the Abbeville Medium and we find it so in fact. It is not necessary to haye studied geometry to be able to deduce a corallary from this proposition. Gov. Tillman has refunded the State debt, the 6 per cent bonds being substituted by 4? bonds. This on the issue of $6,000,000, the present State debt, is a saving of $90,000 per annum. This seems to us to be pretty fair financiering for a plain farmer, and yet the antis will tell you he ought to have re funded the debt at 4 per cent. But you will observe that John Peter Richardson didn't do it. Indeed, Col. John C. Haskell says the State debt could not have been refunded at 4 per cent, ancl he is the best financier and political economist on that side of the house. AID FOR CONFEDERATE SOLDIERS. Governor Tillman, Comptroller General Ellerbe and Chairman Bratton, the special committee in charge of the distribution of the $5,000 appropriated by the General Assembly for the purchase of artificial limbs for Confedrate soldiers ars ready to receive ap plications. The money is j available to those who received any portion of the fuud appropriat ed in 1881. The law does not make any 1 provision for anyone who lost a | limb or an eye who did not 'receive a portion of the last fund for a similar purpose. The fund | in 1880 was $33,000 and was all consumed in the purchase of limbs. The present fun4 is to be used in the purchase of duplicates of the old limbs. It is desired that all Confederates be informed of this fund and that they understand its purpose. The money will be pro-1 rated among the applicants, as there is no other way of knowing | how many of the former bene ficiaries are alive in the State. The proof necessary is that the applicant received a portion of the fund when last distributed. Which Side to Sleep On. Medical Review: "Which side should I sleep on, i doctor?" he in quired. Ham, has ! added a new word to the English ? language-"enollygoster." This , is the way. he giv.es the history of I thia wonderful word : "Along in the forties there lived up in the mountains of Kabun County, Ga., a man named John Kelly. He had -a limited education and an itch tor office. He ran for everything, going up by regular graduation from constable to clerk of the court and was defeated every time, but nothing daunted tried it the next election for the next highest office. In 1848 it came time for him to be a candi date for representative in the legislature. As' there .was at?the time Borne talk of war with England'over the Niagara incident, he announced as his platform that it was the duty of the president to seize all the roads leading to Liverpool so as to pi event a salt famine in case of war. As every body recognized the necessity for plenty of salt, it was a taking slogan and Kelley was getting on 'swimmingly. , j "Kelley's opponent was a tali, gaunt mountaineer named Jonas Gaines. He was justice of the peace, and to use his own language 'knowedall the Jaw what wasn't tore out of the 'books.' He had a wonderful flow of language, using all the big words he had ever heard and coining many more without any reference to what they might mean, and yet, as such a man naturally would,now aud then said a really good thing. Superior court coming on in the very heat and burden of the canvass, a number of the lawyers gathered at the County seat from all over the cicuit, and the bright idea struok them of bringing about a joint debate between Kelly and Gaine*. "Kelly had the opening and made a long, and as one of the lawyers described it, 'a very able bodied speech., He fumed and foamed and fretted, and worked his 6alt platform for all it was worth and sat down amid great cheering. Then up rose Gaines, his tall form towering high in air, and working his long arms like the sails of a windmill and in a voice that could' be heard half a mile, proceded, as he expressed it to 'take the hidejoff Kelly in flakes as big as a hound's ears., He 'skinned him belly-wise up and backwise down,' dissected his record, enumerated his various . *'.*>*- 3r J ;P? The effect can be better imagined' ?han 'described^ Kelly and?'his followers fled the scene, and Gaines was triumphantly elected. "And so to this humble, but picturesque source, was the Georgia orator indebted for the word that has now by common consent come to stand for the Kelly class of demagogic politicians. It is one of the curious specimens of native originality which now and then comes to enrich our language and fill a long felt want bf something to do the subject justice. Abbeville's Sheriff Gets Left. AUGUSTA, Ga., Jan. 21.-A special to the Chronicle from Greenwood, S. C., says: Sheriff Nance of Abbeville County to-day detained the through freight and material train on the Port Royal and Western Carolina Railroad by a tax execution. Both trains were stopped for two hours, and were ordered to side-track to wait the Sheriffs orders, but they pulled out and left the chagrined official to the amusement of a crowd of citizens. Jefferson Democracy. "Fewdie and none resign," isa summary of a phrase which origi nated with Thomas Jefferson. When he became President in 1801, he announced that all civil offices held at pleasure and filled by Adams after the result of the election was surely known, were to be cousidred vacant. Acting on this principle, Eizur Goodrich was removed from the collectorship of New Haven to make room for Samuel Bishop. Goodrich had managed the affaire of the office with honesty, ability and dispatch. Bishop's- advanced age, feebleness and lack of business training made him an unfortunate choice, and the merchants were highly offended. Eighty of them, headed by Elias Shipman, signed a re monstrance. In his reply Jeffer son said : "The will of the nation calls for an administration in harmony with the opinion of those elected, For the fulfillment of that will, displacements are neces sary, and with whom can dis placements more fittingly begin than with placemeu appointed in the last moments of a dying gover nment,'not for its own aid, but fir its successor's discomfiture?
