by the Dem'c Nat'iCom.
NEW YORK, Sept. 14.-The Dem
cracic National Committee have
?
issued the following address:
To the People of the United
States: The Democratic National
Committee congratulates the coun
try on the result of the recent
State elections in Maine, Vermont
and Arkansas. In Arkansas the
combined opposition, after so many
extravagant claims, fell short by
over -3000 of the vote of the
Democracy alone. This has
brought dismay to the combina
tion in the South, and its manipu
lators in the North.
In Maine and Vermont the con
test was conducted distinctly on
national issues. The Republican
managers appealed- for votes in I
these States on the ground that |
the "size of pluralities would ex
ert great moral influence on the
campaign in other States," and
that the poll would be "practically
our vote for President." Similar
appeals summoned to. their aid all
the potent resources of their j
national organization, With its ex
hau8tless treasury and its splendid j
equipment of orators of national
fame. With every favoring force
at their command, except public
opinion, with no organization op
posed save those made up within
the State by the minorty party,
which has been out of power for a
generation, and which was unaided
from without, ? he campaign of our
adversaries for a triumphant test
vote in these States, so carefully
planned and so thoroughly and
forcefully executed, has ended in
conspicuous disaster. Our friends
everywhere are entitled to take
fresh courage from these results.
They mean that the strong ten
dency of public sentiment is with
the Democracy, and that the people j
of the country are prepared to en-1
force rather than reverse the ver
dict which they rendered in 1890.

We fought the re-nomination of
Gov. Tillman in the interest of j
the people'of South Carolina as
we saw that interest. This is the
highest motive that can prompt
any man's action. It makes -very
little difference who fills the offices,
but how they discharge the func
tions of office is a matter of grave
concern to all. Our fight was
made honestly and openly, and
now that he has triumphed over
the opposition, we shall support
him at the polls and after his
election with the same zeal and
as openly as our fight was waged.
We.can see no good to result to
our people from captious opposition
to those in authority, and we shall
uphold his hands and give credit |
where deserved unstntied and
urgrudgingly-Orangeburg Enter
prise.

To School Trustees.
Section 1 of an act of the Legisla
ture, approved Dec. 22, 1891, reads as
follows :
Be it enacted by the Senate and
House of Repr?sentatives of the State
of South Carolina, now met and sitting
in General Assembly, and by the au
thority of the same, That the trustees
of the several school districts in the
county shall report to the County. Au
ditor the names of all taxable polls in
their respective districts, and said Au
ditor shall enter the same upon the tax
duplicate to be furnished the County
Treasurer. That said names so'fur
nished shall be published annuallyjin
a newspaper published at the county
seat once a week for three consecutive
weeks, and where there is no paper I
published at the county seat, then in
some other paper having general' eir
culation in the county.
