Gen. Howard.Commissioner of Freedmen's
affairs' October i&ih, in an address explana
tory of tbe objects of the freedmen's bureau,
and bis present visit to the South, delivered
in the presence of Mayor Macbeth, Common
Council and citizens of Charleston, inauesouie
announcements of irapu'auce. The General
spoke tftbc hostile feeling towards the bur
eau in Charleston, and the."Mayor acknowl
edged it and said be had ho hopes for the
country until civil law was comp?etly restor
ed. The Geueral said that was the clamor
. of politicians, bat he had generally fouud tho
plauters favorable to the continuance of tue
bureau's superintendence of. affairs. He,
himself, as well as the President, wished that
civil law should be again untrarncled. But
.the negroes having los; thc protection of their
masters, need some guarantee for the safety
of their interests, and until the State allowed
freedmen to twtrfyin her Courts, be wns free
to saytbe bureau would continue. The Pres
ident^ be stated, would be very clear of sur
rendering the Sti.-lc to civil law .until a stop
was put to oratrng^J on the blacks. The Gen
eral gave encouraging replies to those planters
who are seeking the restoration of their prop
erty, and said that he boped to see wholecuimb
laws guaranteeing% the rights cf-"freedmen
passed by legislation, aud the present liilti
culties between the two races settled. He
announced his, purpose of establishing courts
to consist o?an army officer and two citizens
to take cognizance, for the present, of com
plaints by or against the colored people. Gen.
Howard subsequently addressed ike negroes
along the Coast, and then tock ' his departure '
