visions of an Act pf* the General Assembly
cf South Carbium, a copy of which ia hereto,
appended.
IL Oommissionera-of Roads, arid th? Au
thorities of incorporated Citicaj Towns and,
Villages Trill, within "thirty da_-3after the
"passage bf the Act above referred to," tarnish
the Sheriffs of their respective Districts with
fall and correct returns of alUlaves liable to
Road.dctj, between tho ages of 18 aad 50
years, within their respective jurisdictions.
These returns will be "baaed on statements
ol' owners sworn to in writing.'
iii. The Enrolling Officers of the ?everal
Districts oxtfFe State are hereby appointed,
and will' please act within their respective
Districts, as Sub-Age nts, nader the provis
ions of the 4th - section o? the Aat. ? They
\will give to the Sheriffs and those acting un
der them any assistance :whtich may ?be- re
quired, ? in procuring returns of owners, in
. making assessments o? labor, anet in cases of
default in arresting slaves. They will also
forward the slaves when impressed to the
"places of labor, providing a discreet person
' to take charge, of them, and will keep an ac-1
curate record t^the names of^owaera, num
ber of slaves furnished by each, and their f
"leras of service. Transportation will he fur
nished from thia office.
IV- The assessment of slaves will be made j
in the following manner, to wit;

V. The attention of'Sheriff*. sud: others

slaves,, is especially directed to the provisions I
of the.Act iu relation to this matter. Too-j
muc^t care cannot be taken, for. upon the
proper discharge of this duty depends the
cisiihof the owner for indemnity if his slave

"VI. The Act contemplates the impress
ment bf slaves'whose physical condition will
cuable "them to perform labor od. tho - fortifi
cations. Where there is obvitiusty unfitness
i-Tsuch'labor, they will be returned..to the
. * owners, who will be required to furnish Otb
er? iu their place. Where no objection ex
ists, such slaves will be received as are of
fered by owners.
VII. Owners "will find it to their interest
to provide their-slaves, takenforthisService,
with a comfortable outfit of clotbhie, tf-c. -,
?nderst the Unie of delivery for transporta
tion to places of labor, should furnish them
with at least fiv<e day-: rations of-cooked food.
VIII. The time of del ive ry of slaves fnken
under this order for impressment, will bc on
Wednesday, the 8th'of February ?ext, at
snch pointeras" will'be designated in a future
notice. As the demand for 'abor is most ur
gent, it is'desirable that the impressment
should proceed as rapidly as possible, and the
slaves be terned over to the Sub-Agents to
ba forwarded to the placea of labor before
the date above mentioned.

SEC. I.,Be it enactad by (lit Senats, andi

ting in General Assembly, and by the cu
thoriiy of the same, That in order to furnish
the necessary slave labor io work on the coast"'
of this State and tho fortifications within the
limits of the same, there shall be organised
a force, con?isting of male slaves between
th? ages of 18 and $0 years, liable under ex
ieth?g j?ws to road duty, not axcceding.in
number at any one time", of one-tenth part of
said elates, .to serve for the term of twelve
months from the date of their impressment,
subject however, to tho right of their respec
tive owners at the expiration of every three
?onths of said term of service to. substitute
other slaves ao liable to road duty iu their

constitute a portion or tho whole of said

Ssc. S. That it shall- bc the duty of the
'Stato'Agent to visit all the camps of the
laborers, to examine their condition, to ob
serve their treatment and . discipline, to ex
amine their food, both as to quality and
quantity, and to see th%t it is the proper ra
tion for each, as is allowed bylaw, as weil
as their clothing, and .especially to inform
hims?lf as to their medical and surgical at
tendance aud care, and, whenever required,
to report the same to' the ^Govornor ; " and
particularly at the conclusion cf the time of
service of each ?evy, il.sball be his duty to
make such report to tte Governor,, in whose
possession it may be open for examination
by the owners of the so-id slaves. And it
shall also'be his duty to prohibit thoinflietion
of corporeal punishment by one slave upon
another, and shall require that .if a slave is
to be punished for any default of his duty, tho
punishment shall bc administered by a white
man inauthority. And for thc neglect or
refnsal of said Agent to discharge faithfully
any of hi? duties a? prescribed hy tbis=Act,
he shall be subject to removal from office by
the Governor, as well us liable toan action
for damages by any individual who has been
injured by his negligence or default of duty.
