W E have often heard LOTT~ERY INSTITU TIONS anathematized by disappointed Ticket *holders, as swindling shops, thieving machines and Murrel dens. Hundreds buy Tickets with the vain hope of drawing the Capital Prize, or a smaller for. tune; and because their dreams are noti realized when the wheel is turneli, they curse their luck, and denounce the institution. S<.me swear that thte prizes were never deposited in the wheel of fortune at all, and somie say that, there isoa secret rascality practiced in the drawing, so as to prevent the sue reen of ticket holders. Now all this proceds from the desperation of dis appointed hopes; for it is not to be presumed that gentlemen of high character and scrupulous integ rity-acting as Agets or Commisiiioners-would practice such enormous. frauds upon a Lottery class. We cannot believe all men to be swindlers, nor can we believe all -Lotteries hu'mbugs, or Lottery agents and commissioners a set of thien-s and scoundrels. In fact,~we have the best reason in the world to be lieve that there is some purity in these, as well as ether institutions, and that they are conducted upon as correct principles of mot ality as are the banking institutions of our conntry ; but they are games of chance, and it is not to be expected that every one who feels lucky cnn succed in seleting the~ fortu nato-number. *A few days ago, we saw a gentleman purchase a *half tieket in the Fort Gaines Academy Lottery, from an Agent in Augusta-Mr. Banssat-ror which he paid the sum of $5. Its number was 3568, ad on Thursday last the -wheel turned, at Atlanta, Ga., and tbe number 3568 drew the moderate prize of $5,000. The holder of the ticket presented it at Mr. B's officee, and received the money without dis. count-save per centage for cash, the prize being payable at thirty days.- From this circumstance, we know -that the prize numbers are deposited, and that TDsY*ARK DaAWN OUT; but depend upon it, it takes a zscar fellow t. draw such prizes as the above. .
