Proclamation. EXECUTIVE DEPARTMENT. CotxaiA, October 4, 1852. WIEREAS States as well: as individuals are bound to render thank& o- Alhnighty 3;; fop Ilis mercies, to humble themseTves before him on account of their sins, and to tremble at His judg ments: Be it, therefore, known. that I, Joux H. Massr Governor and Commander-in-Chief or the Commonweat'r of South Carolina, do issue this my Proclamation, setting apaM FIODAT, the 29th inst., as a day to- bedevoteW ta'rellgous services, and do' ean*stly request that all secular business be sus peoded on' that day, and that all our peole assemble in their respective pfaces of worship for the purpose of acknowledging God's mercies, deploring our Pins, confessing the justice of his chastisements, and be seeching favor for the time to come. October 14, 1852. ) W HEREAS, the Congress a f the United States did, by an aet passed and approved on the twenty-third day of January, in the year of our Lord one thousand eight hundred and forty-s'x, enact, " that the Electors of President and Viee-President shall be appointed on the Tuesday next after the first Monday in November of the year in wuik they are to be appointed. And whereas the existing law of this State pro vides that the Electors shall be appointed by the Le gislature. And whereas the Legislature of has State will not be in regular ,EessioR at the tiic prescribed by the aforesaid act for the appointment of elector Therefore, be it known, That 1, .JOHN IT. MEANS, Governor in and over this State, by virtue of the power vested in me by the Constitution, au thorizing the Governor, on extmordinary occasions, to convene the General Assembly, do issue this my Proclamation, calling upon an-I requesting the Senat tors of the General Assembly whose trns of office have not expired, and those who' have been now re cently elected, and the mienibers of the House of Representatives who- have- also been now recently elected, to convene in Columbia, on the first Monday in November next ensuing, that they may be presit in the House of Representatives on the said Tuesday next, after the first said Monday, to appoint Electors of President and Vice-President of the United States, in conformity with the act of Congress aforesaid.
