gulled and hoodwinked by demagogues ani yan
kees-the first by raising the State cry of Union,
Union, and the latter more secretly but not the
Icss surely, are undermining Southern Indepen
dence by annually draining the South of her
nioncy and joining in the same senseless cry of
" save, oh! save this (glorious) Union." But
let the issue be once made, and I believe the sis
ter States will jojn in it. That issue has to be
nmade, and some one State has to lo it " alone.'
The lead has to be played, and no State is so well
prepared to take that high position as South Caro
lina. Then let her act-let action be her watch
word, unti site is once more free from an unjust
and partial Government. " She has nothing to
loose but all to gain by secession." Her only
loss perhaps will be of some of her citizens; if
so, she will have no cause of .sorrow, but rather
(if joy. Those, if any there be, will be of small
loss to her, and smaller gain wherever they may
go, and their places would speedily be filled by
many of Carolina's sons, who are now without
her borders, but whose hearts are always with
our own, our native land.

the administration (if Mr. PoLK, the Wilmot
Proviso, or tho leading principle of the ordinance
of '87, was inserted in the Bill for the territorial
govrlnent (of Oregon ; and it was boldly set
fourth as the settled policy of the majority of
Congress, to exclude slavery forever, from any
of the present or future, territories of the Gov
ernment-in despite of the remonstrances of
the South, in despite of the constitution of the
country, and in despite of every principle of
honor and justice recognized aiong men.
In the timo of the same A dministration, it be
canic a matter of the highcst moment, to organ
ize a Governinit for Califlornia, which haid been
acquireil by the Mexiean war, and whose ex
halstless mines of gold had attracted thither an
imniense immigration from all piarts of the world.
But the intemperate zeal of the abliitionists ut
terly refused any Bill, without a clause for the
iihibition of slavery. To avoid the perilous is
sues presented, and to prevent, or, at least, to
postpone the dissolution of the Union. the pro
ject was deferred, and the TAY.oR administra
tion resorted to the expedient o. procuring the
Caiitornians to frame a Constitution inhibitingI
slavery, and of introducing her into the Union
freed from the stigma of negro servitule, and
elad in the white garments of intolerance and
vul-ar fanatieism : and thus, of virtually eufer
c'g the priineip!es of the Wilmot Proviso.

Punr.ic MrETING.--On list Thursday, the ]
7th instant, a large number of the citizens
of this District assembled at Silver Street,
for the purpose of witnessing a dis:enssion
of the political question of the day, and of
partaking of a barbecue. At the appointed
hour, Chancellor Johnston ascended the
stand and delivered an elaborate and chaste
speech against the policy of separate secession
by S. Carolina from the Union. His speech
was characterized by his usual ability and de
veloped the full strength of argument against
separate State action. At the close of his
speech, the crowd rep:ired to the dinner
table and with a hearty zest, partook of
the good cheer, which hid been provided by
the neighborhood. The dinner was most
exellent and was served up in good style
tud with remarkable order.

audience in support of the separate State ac- i
