At 12 o'clock it, yesterday. there was a very ful! attendance of the Membte ' the Senate and House of Represeutative at the State-House, and a quorum of both Houses heiug present iu their respcta chambers, Col. F. J. Moses, of Claremomt. was called to the Chair of the Senate. preparatory to the due organization of that body, the new Mrmber, being duly iuali fied. and the Proclamatiou of the (over'. or convening the Legislature having be. read, the Senate proceeded to the election of officers : lion. Angus Patterson was elected Pres ident. W. E. Martin, Clerk. J. T. Goodwyn. Reading Clerk. Mr.-Gaillard, Sr. 'Iesseacer. Mr.-Gaillard, Jr. Door.keeper. Mr. Patterson made his acknowledge ments is a stort, but neat and appropriate address to the Senate. A message was sen to ithe House of Re prosentatives, itforming them of the or ganization of the Senate. anti a cotutittee appointed to wait opon liis Excelle'ncy, Gov. Johnson, and inform him that hey were ready to receive any cemmuicatinn he might wish to make. The Cotmtmitteo soon after reported that the Governor wouli send a ;communication forthwith. [The Message will be found below.] A Committee was then a;pPointed on the part of the Semite, to 'act in eoncert With a Committee of the other lloue , to nominate suitable persons for E;ce'nrs of President and Vice President of the Uni ted States. After notice of contesting the seats of one or two Members, ihe Senate arjourned. Gentlemen: Thle promptness wish which you have assemrbled here out of thet ordinary term of your regular Annual Ses sion, gives assurance' that you will enter upon the duty-left to you by your constitto outs in a spirit to the importance and di: - tilty of thte occasion -For the agentcy I have had in callintg you togethter, I do not feel calle~d on to ofer arty aptoltogy. al thoutgh it may have sttbjected many of yott -to inconvenience. Not hing but an impera tive sense of duty could have impelled me 'to such a measure. Trho constitution of the United Stases authtorizes any State in the Union to ap point in stuch manner as the Legislature * thereof may direct, a tnumbner of Electors of President and Vice President of thes *United States equal to whole number of Setnators ndRepresentatives tt which such State may be entitled in the Cotn gress of the United States; and provides that the time of choosing uhe Electors and the day o.n which they shall give their votes, which shall be the same throughous the United States, shall be determined by *Congress. -Au the Law stood-prior to 1845, the Electors to which this State was entitled were appointed by joint ballot of Senate and House of Representatives on the Tuesday preceding the first Wednesday - in December in every fourth year su3ceed.. ing the last election of President and Vice President ; and this manner of apporntmet has been used from the time of this adop tion of the Federal Constitution down to ' the present day.
