The Philadelphia Bulle tin of-Monday afternoon says: "Mr. Cummings,. of the Bulletin, who is now in Washington, has sent 6s aides patch, in which he states that overtures have been made by Mexico. and that these vertures are substuntially acceptable to the Administration."
