Where Is the Freed man's Saving Hank
To tiin Kditou ok Tiih Si n*? sir:
It is two years now since the Treed
man's Savings and Trust Company
closed its doors, and only one dividend
of 20 cents has been paid. 11-to was
an institution chartered by the Uepub
lioan party to enable the Freedmen 1
save their money. On the depositor's
pass book ts printed, "The Ooverninent
ol the I'niled States has made
this bailie perfectly sale." This led
other people .as well as freedmen to
deposit in it. I, lor one, had $">00 in
its vaults.
On .Inly 1, 1871, the trustees dee'ded
to turn over the Frecdinan's Trust
Company to three Commi-'siom rs provided
for in the late act of Congress,
to be wound up hy tliein. Their time
expired last month, ami only one dividend
has been paid.
Can yon inform me i! it has taken
the rest ol the money to pay these
three trusty men their salaries? and il
we poor victims will ever <p t another
dividend?
Yours, Tii.uks and Ukfokm.

l'liKBinic.NT Okant iias siunilied his
intention of running the outrage 111:1eliine
to its lull capacity, and In* is
sustained hy the party organs, which,
not hoin?$ aide to substantiate any o!
llieir charges against Govrinor Tilden,
have falh'ii hack 01: the sole resort ol
the Republican parly and am asserting
that Democratic supremacy means the
slaughter of Southern negroes and the
extirpation of Irec speech. It is only
necessary to point to the fact that
disturbances have only existed in
Southern States where the Radicals
have complete power over the machinery
of the State government, and
hence in expatiating 011 the terrible
condition of Southern society, the
organs are charging their own party
with gross mismanagement and an
utter inability to occupy any position
of responsibility. General Grant's
message to the Sefiato was intended
for a campaign document, but the
author of that production is no longer
considered a reliable authority by the
people. His advice to Chamberlain
must be conceded to be good, however.
Every governor should ho the conservator
of peace in his own State, hut
as Chamberlain lias recently declared
that the Hamburg riot was not ol a
political nature, and is condemned by
the Southern people, General Grant's
attempt to fire the Nolhern heart by
promising soldiers appears very ridiculous.
General Grant's slanderous denunciation
of the people of Mississippi

universe'' do nol appear well in a man
who has boon defending a gang ol
revenue thieves, and booting everybody
who has been trying to bring
them to justice out o( the departments.
The president is certainly right when
he shows the incapacity of Republican
State governments in the South by
thus referring to them in his message:
"A government that can not give
protection to life, property, and all
gnranteed civil rights m this country,
of which the greatest is an untramineled
ballot to the citizen, is in ho far a failure;
and every energy of those oppressed
should be everted, always within the
law ami by costitutional means, to
regain lost privileges and protection."
The States in the South which have
had Republican governments are
melancholy examples of this evil, so
far as tlie confessions of those in power
go. Ames was continually calling
for troops and asserting that ho could
not maintain law and order. In
Louisiana the Radicals have uttered

Georgia, it used to We so in the days
of Radical domination, but we hear
no more ol inability to preserve order
sinco tlio Democrats came into power
in those States' General Grant is
right when ho says a government
which can not preserve peace >s a failure,
The Republican party is therefore
the greatest failure on record, It
not only does not seek to preserve the
peace, but does everything it can to
antagonize and create chaos. I?y the
president's own words let his party be
judged.
