reasons which operated largely on this
choice are however not given in this
letter ot Kobe-sou's. The truth was
that .lay Cooke's house had loaned
money to (iranl and Robeson, am.
there is ample reason to believe that
a pecuniary interest in the profits ol
the n.'\v agency was secured to A. (?.
Cat', el I, whose personal relations to
the I'ler-ident ami to the Secretary ol
the Navy are well known, and will
soon be disclosed to the country.
Jay Cooke's house was ically bankrupt
when it was substituted lor the
Darings, and this foreign agency was
given to it as a prop to bo upheld by
the credit ol tho United Slates and by
advances lor carrying on tbc business
lor the navy. Investigation will soon
show whet her there was any capital
at all in the concern except that furnished
from Washington, by Robeson.
The telegrams just preceding the
panic of 1873 make it clear that Kobeson
had knowledge ol the then impending
failure, and sought to prevent
it by a free use ot the public money.
Here is one ol special importance:

There was some delay arising out of
(ion. Spinner's opposition, who, as
Treasurer, had become aware ol Cooke's
condition, and ot the extraordinary
ellorls ol Richardson, then Secretary
ot the 'Treasury, to sustain the First
National Hank by illegal loans. Jay
Cooko Co. tailed on the iblh ot
September, and on the 22d, tour days
after that event, Robeson again telegraphed
to Washington in these
Words:
"Nkw YoitKjSept. 22, 1S7-5.
"To^Commodore Reynolds, Jfavy Department,
Washington:
' Call upon President ami stand roadv t?> parw
out his withes in regard to foreign accounts.

That telegram set tied the business.
Robeson had prepared the President,
ami he gave lite order which opened
ih-e vaults ol the Treasury. Spinner
succumbed, and Richardson had no
scruple in obeying his master ol the
White House. On the 24th ot September
a million and a halt of dollars
were iranslerred by telegraph to New
York, ami on tlial same day Robeson
telegraphed to Richardson as follows
from tue seaside capital;

I .Sherman was in Washington, he was
approached by Simeon .Johnson, wl'fo
was very intimate with Uobeson, and
| told thai tor $10,000 he could ha\e his
claim allowed. Sherman wanted to
I know how it could lie done, but Johnson
was mysterious and would give
I him no satisfaction, Sherman a'oithl
