Every such district, in 1S70, had,
therefore, a heavy republican majority,
and the First, Second and Filth DistrKits
were cverwhelminirly Hepubli
S. can. In the Third District the Legislature
overreached themselves. The

oral Congressional districts shall be
u~ composed of contiguous territory, but
Richland County is disconnected entirely
from the rest of the Third District,
and the vote of the county will
i- necessarily be thrown out. This will
reduce the majority (on the basis

S present Fourth District the Republican
majority, as given, was 3,67'2.

So that the counties composing the ,
present Fourth District, which gave ;
Scott in 1870 a majority of nearly lour
thousand votes, gave Seymour, two '
years before, a minority ot over one
thousand.
The dillercnco between the vote ol I
1808 and tlie vote ol 1S<0 can only be
accounted for by frauds on the part of
the Radicals, and by inaction and indifference
on the part of the whites.
There are no longer the opportunities
ol cheating which the Radicals enjoyed
in 1 870. The votes must be counted
in public; the count must begin as
soon as the polls close; the count
must continue without intermission
until it be completed. This is
some security, ami with tho hard facts
before litem we do not sec that the
people can doubt that it is within their
power to elect Treseott in the Third
I 1 >istrict and Kershaw in the Fourth
District, and so secure for this people
a potent voice in the Congress of the
X ation.

The South Carolinh Republican
Convention has at last found a bidder.
Mr. 1). II. Chamberlain. eamot.-haoKYor
and coruptionist, lias carried oft the
prize. The convention could have
done one worse thing?renominated
Moses?hut it refrained, probably because
Moses had no money. The
scene at the last session was on a par
with the nomination?absolutely disgraceful.
The convention reassembles
this morning to adopt a platform.
The ticket they have nominated will
run most consistently without any
principles, There is a chance, so slim,
tiiat it is hardly worth mentioning,
that Chamberlain is not so black as he
lias been painted. Every tine friend
ol South Carolina and of the colored
race will pray that lie may prove himself
to be so. If not, a darkeness
blacker than Egyptian will settle
upon the State.
The Independent Republican Convention
?A Movement for (tannine Reform.

The result of the long conflict in the
South Carolina Republican Convention
is the nomination ol Ex-Attorney General
Chamberlain for Governor. Moses
was sacrificed ou the altar of oxexpediency,
and the Chamberlain faction
profited by the sacrifice. Rut
now an independent Republican Convention,
embracing many delegates
who arc dissat isfied with the nomination
of Chamberlain, is announced.
This looks, at a distance, a little like a
movement for genuine reform J but the
ways of South Carolina conventions
are inscrutable. Chamberlain has announced
his determination to undertake
reform measures if elected. It is
hardly worth while to comment upon
either his nomination or his proposed
action until we know what the Independent
(\ r.v -ntum has done. Rut it
is sate to j red el that South Carolina
will (. nsino good government only
when she has put away Irom her all
men who have been connected with
the past dishonest administrations.
